Scalable enterprise software subscriptions can help your organization procure business functionality such as customer service, marketing, and supply chain management.

This supply arrangement is a multi-use list that provides pre-qualified suppliers who can deliver business functionality in 11 service categories. This list does not provide specific software titles or products.

Use this supply arrangement

Step 1: Check if your organization is authorized. Organizations that may use this supply arrangement are:

  • B.C. government ministries
  • B.C. broader public sector organizations on the CSA Users list

Step 2: Review the service categories. Determine if the service category functionality meets your business needs.

Step 3: Contact Procurement@gov.bc.ca to access qualified supplier contact information. Please note, B.C. government ministries must seek prior approval from their ministry Chief Information Officer.

What are scalable enterprise software subscriptions?

Scalable enterprise software subscriptions support business functions, enable cross-functional systems across organizational units, and serve diverse user roles within a purchaser’s organization. Some of the business functionalities include customer service, marketing management, sales management, and IT service management.

 

What does this list do?

A multi-use list can speed up a procurement. The list provides purchasers with access to suppliers that have been qualified to provide software in 11 service categories.

The selection process allows the purchaser to send an invitation to compete directly to the qualified suppliers in each service category. It also allows for a reduced supplier response time – a minimum of 10 calendar days.

 

What are service categories?

Service categories describe the business functions to be addressed by the software subscriptions. Refer to the list above.

 

What are qualified suppliers?

Qualified suppliers have been assessed in each service category and confirmed to meet the minimum service function in that category. They have also been assessed on their compliance with one or more of the following security frameworks: ISO/IEC 27001, CSA STAR [Cloud Security Alliance (CSA) – Level 2 CSA STAR].

 

What services are not provided by this list and these suppliers?

This list does not provide qualified suppliers in the following areas: professional services, system integrators or implementation services, value-added reselling services, hardware or hardware maintenance, and custom software development.

How do I use this list?

  1. Go to the list above and review the service categories.
  2. Confirm that your business requirements can be met by the service categories.
  3. Prepare your procurement and seek any approvals required by your organization.
  4. Contact procurement@gov.bc.ca for the qualified supplier contact information.
  5. Complete your procurement per your organization’s procurement processes.
 

Does this list replace a procurement?

No. This list is intended to shorten a procurement timeline by allowing your organization to compete opportunities amongst qualified suppliers in the service category from which you wish to procure.

You will still need to do a formal procurement and follow your organization’s procurement policies and procedures.

 

What approvals do I need use this list?

No formal approvals are needed to use this list. However, please follow your organization’s financial, contract, or procurement approvals as required. This list does not replace your organization’s approval policies and processes.

For B.C. government ministries, please contact your ministry Chief Information Officer (MCIO) for approval before using this list to procure scalable enterprise software subscriptions.

 

Are there forms to complete?

Each purchaser will create their own procurement documents as required by the procurement method they choose.

 

Can I procure from only one service category?

Yes, purchasers can select only those service categories that meet their business requirements. Any combination of service categories can be incorporated into a procurement.

 

Is there a pre-determined procurement method for using this list?

No specific procurement method is required. Purchasers can select the procurement method that best meets their needs.

 

Can I procure any type of software subscriptions from the qualified supplier?

This list allows purchasers to procure software subscriptions for functionality described in the 11 service categories.

Is there a price sheet I can refer to?

This list does not provide contract terms or pricing. Purchasers will determine pricing as part of the procurement process.

 


Information about this supply arrangement

  • The multi-use list was established through the Multi-Use List Request for Qualifications (MULRFQ), which is available on BC Bid.
  • Subject to the terms and conditions of the MULRFQ, suppliers may respond to the MULRFQ at any time to be considered for addition to the list of qualified suppliers.
  • Only services outlined are available. Other services need to be obtained in accordance with CPPM 6 - Procurement Policy.
  • Contract opportunities of any value may be competed through this multi-use list.  
  • This multi-use list expires March 30, 2030.
