The culturally-safe planning, logistical support for, and facilitation of one or more in-person or online sessions including meetings, workshops, negotiations, or similar sessions that are “Indigenous-focused”. For the purposes of this pre-qualified list, “Indigenous-focused” means: 

  1. mainly attended by Indigenous peoples;
  2. focused on topics that mainly affect Indigenous peoples; or
  3. Indigenous cultural activities.

If the sessions you are contemplating are not “Indigenous-focused” please navigate to the Facilitation Services CSA.

Contractors will provide facilitators who self-identify as First Nations, Métis, or Inuit. These facilitators' qualifications and demonstrated ability to facilitate sessions in a culturally safe way have been assessed as part of process of being added to the pre-qualified list.

In addition to providing qualified facilitators to facilitate the sessions, Contractors can:

  1. assist in the planning and development of the sessions;
  2. provide logistical support such as sending meeting invitations, managing communication with participants, identifying and booking venues, inviting Elders or other community leaders, and undertaking other activities reasonably required to hold the sessions; and
  3. produce reports documenting and summarizing the sessions.

The ability of the Contractors to provide planning and logistics in a way that contributes to sessions being conducted in a culturally safe way was also assessed as part of the process of being added to the pre-qualified list.


Use this supply arrangement

Step 1: Check if your organization is authorized. Organizations that may use this supply arrangement are:

  • B.C. government ministries

Step 2:  Contact the Indigenous Procurement Initiative at IPI@gov.bc.ca. Staff will walk you through the process of accessing the pre-qualified list and competing opportunities amongst qualified suppliers.


Information about this supply arrangement

  • The pre-qualified list was established through Request for Qualifications (RFQ) IPI_RFQ_001 for Indigenous Facilitation Services which is available on BC Bid.
  • Subject to the terms and conditions of the RFQ, suppliers may respond to the RFQ at any time to be considered for addition to the pre-qualified list.
  • Contract opportunities of any value may be competed through this pre-qualified list.
  • This pre-qualified list terminates on May 31, 2030.
