Rationale:

Peter Hope and Little Peter Hope Lakes proposal is consistent with regional direction to move from single barbless hooks to single hooks on small, stocked lakes. Increasing harvest limit to help combat natural recruitment coming from Peter Hope Creek and increase fish growth, condition and size. The risk of overharvest is reduced with winter closure.
