Rationale:
Opening ice fishing and increasing harvest limit because Jimmy Lake does suffer periodic winter mortality. The goal is for anglers to utilize those resources as much as possible. Not allowing harvest of fish over 50 cm will increase the proportion of larger fish available to anglers in the event of overwintering success. Keeping harvest limit lower (two fish) than regional limit (five fish) will account for low stocking density and higher angler effort. Jimmy Lake is highly productive and is capable of growing fish past the 50 cm mark after only two years in the lake at current stocking densities. Opening to ice fishing is in line with direction to allow more winter angling opportunity across the region. The bait ban is lifted in support of new ice fishing opportunity. Moving to single hook instead of single barbless is in line with regional direction on stocked lakes. Risk of over harvesting because of the regulation changes are thought to be low given Jimmy Lake is more remotely located and may require specialized equipment (snowmobile) to access during the winter. It also has a reduced harvest quota.
