Rationale:

The proposed changes will harmonize regulations with adjacent Pat (six mile) Lake. Limited harvest will diversify angler opportunity and help spread out angler effort between the two lakes (Pat and Morgan) in the spring when angler effort is extremely high because these low elevation lakes are the first to ice off. Risk of overharvest and need to adjust stocking rate is mitigated by ice fishing closure and conservative daily limit. Maintaining single barbless hook in the event that a Painted Turtle is accidently caught and released (same for Pat Lake).
