Mid 1990s: Public Inquiries lead to changes in youth justice and corrections

The Fisher Review, 1994; and the Prowse Inquiry, 1994 led to changes in the administration of youth corrections. The changes included new, evidence-based practices supported by leading-edge correctional research and new risk/needs assessment tools.
