1977: Corrections Amendment Act

As a result of the Corrections Amendment Act, the youth containment program was established in 1978, with programs and facilities being established at the Victoria and Willingdon Youth Detention Centres, as well as Centre Creek and Boulder Bay camps.

By early 1980, there was serious overcrowding in youth containment facilities of the Corrections Branch which led to a review and resulted in a number of related changes to policy, training and availability of community resources.
