B.C. is recognized nationally as a leader in the delivery of youth justice programs and services, especially with regard to offering an extensive array of community-based and rehabilitative alternatives to custody. For many years B.C. has had the lowest or second lowest per capita youth custody rate in the country, about half the national average.
