The Province, in partnership with the Investment Agriculture Foundation (IAF), launched the Enhanced Replant Program (ERP) in November 2024. This $70 million, five-year initiative is a cornerstone effort to support British Columbia’s fruit and wine industries, promoting the adoption of climate-resilient, high-value fruit varieties to ensure a competitive and sustainable future for the province’s agriculture sector.
Based on feedback from participating industry associations, the program’s funding allocations were designed with flexibility to address the unique needs of each sector. For Tree Fruit and Berries, funds are evenly distributed annually at 20% per year. For Wine Grapes, a front-loaded model was adopted, allocating 50% of funds in the first year, followed by reduced percentages in subsequent years. To further enhance flexibility, unused funds can roll over to future years, ensuring resources remain available for evolving priorities.
The ministry is dedicated to ongoing collaboration with industry stakeholders to shape the program’s future. Feedback will be systematically gathered and addressed through annual meetings of the Enhanced Replant Program Advisory Committee (ERPAC), facilitated by the ministry, and producer engagement surveys administered by IAF. Producers are encouraged to contact your industry association with any program feedback as they will be your representatives on the ERPAC. These efforts aim to ensure that the program remains relevant and effective. The ERPAC meetings will be scheduled for the first week of March, 2025.
Industry groups and producers are encouraged to stay informed by reviewing program parameters and updates on the IAF website and the ministry website. This will help stakeholders fully leverage program benefits and understand any changes as they occur.
The ERP was created to support British Columbia’s fruit and wine industries, promoting the adoption of climate-resilient, high-value fruit varieties to ensure a competitive and sustainable future for the province’s agriculture sector. It is not meant to address gaps not covered by other government programs, such as Business Risk Management (BRM), nor as a reaction or as a response to a specific weather event. By focusing on targeted replanting efforts, the program ensures resources are directed where they are most needed, complementing existing programs while promoting long-term resilience and growth within the industry.
As of December 3, 2024, the application windows for Tree Fruit and Wine Grape producers have closed with just over 100 applications received. The Berry application window closed on December 12, 2024.
A high-level summary of the program's first-year performance will be shared with industry stakeholders in late February, 2025. This report will provide transparency and insights into the program’s progress, including total funds committed, the number of applications received, and a breakdown of approvals versus denials.
The Enhanced Replant Program follows the $15-million Perennial Crop Renewal Program the B.C. government launched in spring 2023.
