Klappan Plan

The Klappan area (the Klappan) is of vital importance to the Tahltan people and all British Columbians. This area holds significant social, cultural, environmental and economic value. The Klappan is sacred to the Tahltan Nation, as reflected in its oral histories, laws, placenames and the area’s importance to its people across time.

The Klappan Plan is a strategic land use plan that was jointly developed by the Tahltan Nation and the B.C. government in 2017 and signed in August 2019. The plan provides joint recommendations for long-term management and land use direction for approximately 636,000 hectares. Three distinct zones are defined in the plan, with varying acceptable land uses.

The Klappan Plan builds upon information in the Klappan Technical Report. This report was developed as part of the B.C.-Tahltan Klappan Strategic Initiative (KSI), a joint process of information collection, discussion and community outreach that occurred from 2013 to 2015.

Tahltan Nation and the B.C. government established the Klappan Management Board in 2017 to guide implementation of the Klappan Plan. This plan will be used by the board to develop recommendations for land and resource management in the Klappan planning area to:

  • Sustain Klappan values (social, spiritual, cultural, environmental and economic)
  • Increase long-term stability and predictability for both Tahltan Nation and the B.C. government with respect to land and resource use in the Klappan area
  • Protect the Sacred Headwaters from industrial activity
  • Provide clear and predictable pathways to proponents for responsible economic development in this area

The Klappan Management Board is recommending options to continue implementing the Klappan Plan in 2026. The board has recommended establishing a Park Act conservancy to protect the Sacred Headwaters. Please visit GovTogetherBC to review this proposal and provide feedback.
