Compliance and Enforcement Collaborative

The Compliance and Enforcement Collaborative (C&EC) is a cross-government inter-agency working group with a mandate to enhance the effectiveness and efficiency of the compliance and enforcement sector within British Columbia.

The sector is represented by members who are engaged in audit, compliance, investigation, inspection, security and enforcement activities. The C&EC leads the way in establishing corporate standards, training and educational requirements, and information and asset sharing toward improving continuity among its member agencies across British Columbia.

Membership

The C&EC consists of operational leaders from provincial and federal agencies, branches, Crown corporations, commissions and departments that have some form of compliance or enforcement function and/or protecting public safety.

The membership meets quarterly to:

  • Discuss updates and progress on C&EC target actions and projects
  • Share new trends and initiatives underway within the sector
  • Network among members, and
  • Build on their community of practice through continuing education in the form of presentations, training opportunities, and lessons learned

Compliance and Enforcement Secretariat

The purpose of the Secretariat is to support compliance and enforcement activities across government by establishing, with the C&E Collaborative, longer-term goals and priorities specific to addressing their mandate. The Secretariat also provides research, project management, curriculum development and learning management system coordination and administration support to the Collaborative in addition to generating and presenting the annual report to the C&E Assistant Deputy Ministers’ (ADMs’) Group.  

C&EC Governance Model

C&E Collaborative (Over 120 members from 17 ministries, 4 crown corporations, 5 commissions; sets direction and strategic priorities; develops and implements action plan: training, human resources, safety, shared resources and collaboration; networking, facilitation and support across sector) collaborates with C&E Secretariat (2 staff (executive Director and project coordinator); supports action plan implementation; manages SharePoint site; plans meetings, disseminates information; facilitates resource sharing and training) both of which report to C&E Collaborative Chair (ADM with regulatory responsibilities in the C&E area; Member of C&E Committee and ADM’s Committee) which reports to C&E ADM’s Group (approves funding and provides support and guidance).
