Use this for temporary changes to manufacturer endorsements or if you want to use your manufacturer endorsement area to allow for a special event under a special event permit.

An on-site store endorsement allows you to stock and sell liquor you manufacture directly to the public. The on-site store also permits you to sell liquor online and at eligible artisan, annual, and farmers' markets.
Please note there is a fee to renew this endorsement annually.
A picnic area endorsement permits patrons to bring liquor from other service areas outside to consume (there is no liquor sale or service in the picnic area). The hours of a picnic area are between 9 a.m. and no later than 1/2 hour after sunset. Food can be available though it’s not required.
Manufacturers with a Temporary Expanded Service Area (TESA) for sampling outdoors can apply for a picnic area endorsement to make their TESA permanent. This option is suitable for manufacturers who do not want a lounge patio with mandatory food service.
Manufacturers with a TESA that expands their existing picnic area endorsement can apply to change an approved picnic area to make their TESA permanent.
There is no fee to apply for a picnic area endorsement or to change an approved picnic area.
A lounge or special event area endorsement permits you to serve liquor by the glass and bottle for onsite consumption with food at your establishment. A lounge or special event area removes daily sample limits. Food must be available to patrons. Hours of liquor service may be between 9 a.m. and 4 a.m. the next day.
Manufacturers who do not have a lounge endorsement and are serving samples outdoors using a Temporary Expanded Service Area (TESA), can apply for a lounge endorsement to make their outdoor sampling area permanent.

This application requires public consultation and sign-off from your local government or Indigenous Nation.
Not all TESAs are viable permanent patios. Before you apply and pay the fee, it is your responsibility to work with your local government and authorities to make sure the TESA complies with all local permits, bylaws and requirements.
Lounge application fee: $330
Special event area application fee: $110
Please note, there is a fee to renew these endorsements annually.
Manufacturers that already have a lounge or special event area endorsement can apply for a new outdoor patio at their establishment. Do not select this application if your licence does not have a lounge and special event area endorsement.
Manufacturers with a lounge or special event area endorsement who are operating an outdoor patio as a Temporary Expanded Service Area (TESA), can apply for a new outdoor patio to make their TESA permanent. Apply for a structural change if the TESA is located indoors, see below.
This application requires public consultation and local government or Indigenous Nation sign-off.

A structural change application is required to change your interior service area. This includes a change to:
Cosmetic changes don't require an application (i.e., changing the flooring, paint, countertops, and rearranging moveable furniture).
Apply for a structural change to make your current indoor Temporary Expanded Service Area (TESA) permanent.
Manufacturers may store liquor at a secure offsite storage area that is registered with the Branch. Offsite storage areas must be located in British Columbia and cannot be located in a residence. Liquor inspectors must be permitted access to the storage area.
Manufacturers may submit an off-site liquor storage notification in the liquor and cannabis licensing portal.
Notify us within 10 days of the closure or as soon as you become aware that the closure will be longer than 90 days.
