When to exclude a position

Follow the exclusion process when:

  • You are creating a new position that you want to exclude
  • ​An existing excluded position has significantly changed
  • An existing Bargaining Unit position has added accountabilities that may warrant exclusion

Exclusion criteria

To be excluded, a position must meet the following criteria:

  • Function as a manager with the delegated authority to suspend employees and recommend termination
  • Function in a confidential planning or advisory position in the development of policy for government
  • Function in a confidential capacity in matters related to labour relations or human resource management

Steps to exclude an existing position

Step 1: Check your authority

Exclusion requests are owned by the excluded supervisor of the position under review. The responsibility for preparing and submitting the exclusion package may be delegated.

Step 2: Gather the job profiles

You will need collect the following job profiles:

  • The position you want to exclude
  • That position's supervisor

If you cannot find the job profile used to create a position, then submit an AskMyHR (IDIR restricted) service request by using:

  • Submitting on behalf of: My Team or Organization (or) Hiring Manager
  • Category: Job Classification
  • Subcategory: Choose the most appropriate sub-category or ‘Other’

Step 3: Create an organization chart

Prepare an electronic copy of a current organization chart that includes:

  • Classification levels
  • Job titles
  • Locations
  • Position numbers
  • Incumbent names

Step 4: Complete the service request form

Download and fill in the Request for Classification Services (PDF, 153KB) form.

Step 5: Prepare an exclusion rationale

Please note that an exclusion rationale is not required for requests relating to Band 5 and 6 positions.

Prepare exclusion request using the template Exclusion Rationale (DOC, 76KB).

Exclusion rationales must include detailed work examples that illustrate the conflict the role has with union membership. For example, what decisions are made, or are influenced, by the position that affects bargaining unit employees.

The rationale template provides further explanation of what needs to be included in the document. An exclusion advisor will provide expert advice and guidance on the content of the rationale in preparation for submission to the appropriate union.

Step 6: Submit a request

Submit an AskMyHR service request by using:

  • Submitting on behalf of: My Team or Organization (or) Hiring Manager
  • Category: Job Classification
  • Subcategory: Exclude a Position

Attach the following:

  1. Job profile for the position you want to exclude from step 2
  2. Job profile for the position's supervisor from step 2
  3. Organization chart from step 3
  4. Your completed request for classification services form from step 4
  5. Completed exclusion rationale from step 5

Step 7: Exclusion review

Once you submit the exclusion request, an exclusion advisor will coach and guide you through the exclusion process.
