Susan Kelly

Throughout her remarkable 34-year career with the BC Public Service, Susan “Et’zenlee” Kelly, has been a respected leader, teacher, advocate and champion for reconciliation. Her work has delivered lasting benefits for Indigenous communities, the BC Public Service and families in British Columbia. Serving in senior roles across multiple ministries, Susan created and shaped policies and programs including the Aboriginal Post-Secondary Education Policy Framework, Forest Practices Code, Declaration Act Action Plan and government-to-government agreements with First Nations. She played a pivotal role in developing strategies to advance Indigenous participation in developing and implementing the Forest Practices Code and negotiating complex agreements such as the B.C.-Nisga'a Nation Protocol on Offshore Oil and Gas. Susan consistently demonstrates her ability to navigate multifaceted issues with diplomacy, collaboration and a deep commitment to achieving outcomes that reflect the priorities and rights of Indigenous Peoples.

Susan has had a profound impact on individuals and communities throughout the province. As a passionate mentor and leader, she created opportunities and support systems for Indigenous employees, helping establish initiatives such as the Indigenous Employees Network and supporting the Indigenous Youth Internship Program. Her advocacy has removed barriers, created culturally safe spaces and inspired many to pursue and advance careers in the BC Public Service. Known for her humility and generosity, Susan brings her culture into the workplace through developing initiatives such as the Indigenous Aunties Program and Indigenous learning opportunities for colleagues. Her leadership during emergency response efforts, including wildfires, floods and the COVID-19 pandemic, further demonstrate her commitment to community well-being and resilience. Through her dedication to reconciliation, inclusion and public service excellence, Susan has left an enduring legacy that will continue to inspire future generations of BC Public Service employees.
