Substitution

Substitution ensures that short-term work opportunities in the BC Public Service are filled efficiently and effectively, and designated employees are remunerated for additional duties at a higher level.

Substitution allows you to reassign a bargaining unit or schedule A employee to a short-term vacancy.

Employees in excluded management positions can only be reassigned through temporary appointment.

When offering a substitution within the BCGEU Bargaining Unit, be sure to refer to the applicable component agreement.

Included to excluded

If a BCGEU employee substitutes into an excluded position for 20 working days or less, they retain their bargaining unit status while receiving substitution pay.

If the substitution period is longer, that employee must be given a temporary appointment and be excluded from the bargaining unit.

Substitution is formalized once you initiate substitution pay for your employee.
