Substitution provides a means to ensure that short-term work opportunities are filled efficiently and effectively and designated employees are remunerated for performing additional duties at a higher level.

Substitution allows you to reassign a bargaining unit or Schedule A employee to fill a short-term vacancy. Employees in excluded management positions can only be reassigned through temporary appointment.

When offering a substitution within the BCGEU bargaining unit, be sure to refer to the applicable component agreement for guidance.

Included to Excluded

If a BCGEU employee is substituting into an excluded position for 20 working days or less, they retain their bargaining unit status while receiving substitution pay. To substitute for a longer period, that employee must be given a temporary appointment and excluded from the bargaining unit. Substitution is formalized when you initiate substitution pay for your employee.
