Low carbon fuel producers use this form to propose a carbon intensity for a fuel they produce.


Gasoline and diesel fuel suppliers/marketers seeking exemptions from the renewable and low carbon fuel targets must submit this form.


For organizations with compliance obligations to register to use the LCFS Portal.


For organizations with no compliance obligations but want to use the LCFS Portal.


Allows another person to act as a service provider for an organization.

Life cycle analysis model (GHGenius)

You must calculate carbon intensities of fuels supplied in B.C. using an approved version of GHGenius. GHGenius is a free life cycle analysis model for transportation fuels in Canada. It focuses on the life cycle assessment of current and future fuels for transportation applications.

GHGenius 5.02 workshop

In November 2023 we hosted an online workshop about GHGenius 5.02. The workshop covered:

  • An overview of GHGenius, data sources and methodology

  • Specific guidance for Ministry staff and statutory decision makers in carrying out their duties in relation to the issuance of the administrative penalties

Low Carbon Fuels Act and Regulations

The Low Carbon Fuels Act (LCFA) and its regulations form the Low Carbon Fuel Standard.

General Regulation

The Low Carbon Fuels (General) Regulation implements similar provisions to the Renewable and Low Carbon Fuel Requirements Regulation. This includes:

  • Renewable and low carbon jet fuel requirements
  • Prescribed fuel use in ground support equipment, cargo handling equipment and forklifts in addition to transportation
  • New provisions for determining discretionary penalties and updated maximum penalties
  • A volumetric exclusion for electricity

Technical Regulation

The Low Carbon Fuels (Technical) Regulation implements the technical details of the Low Carbon Fuels Act. This includes:

  • Fuel eligibility
  • Labelling requirements
  • Requirements for determining the carbon intensity of a fuel
  • Variables to be used in the compliance unit formula
  • Compliance reporting requirements
