January 19, 2026:
The Ministry will soon publish an Intentions Paper on the Chain of Custody Requirements under the Low Carbon Fuels Act and Regulations.
Since the publication of RLCF-032: Chain of Custody Requirements, the Ministry has received feedback from fuel suppliers and producers indicating uncertainty about how the chain-of-custody requirements should be implemented in practice. Stakeholders have raised concerns about operational challenges and the lack of clear guidance on how to demonstrate compliance.
The Intentions Paper will focus on clarifying the interpretation of existing legislative requirements, including the meaning of fuel being reportably supplied in British Columbia and the associated chain-of-custody expectations under the Act and Regulations.
The Intentions Paper will also address how these requirements can be demonstrated in practice. It will seek input from fuel suppliers and producers on supply arrangements, tracking and accounting systems, operational constraints, and commercial practices. This engagement will help inform the development of additional guidance.
Updates will be shared with subscribers in the coming weeks.
