Funding for public libraries in British Columbia

Last updated on June 24, 2026

Local and provincial funding

Public libraries are funded by both local and provincial governments. Local funding is the primary base of support, with provincial funding providing direct funding to libraries as well as support for library shared services and province-wide programs.

The Public Libraries Branch administers provincial funding to public libraries and library sector organizations.

Local government funding

Local governments provide funding for public library services through municipalities, regional districts, or a combination of both, depending on how library service is established in a community.

This funding supports ongoing operations, including staffing, facilities, collections, and local programs.

Provincial funding

The Province provides funding to public libraries and library sector organizations across British Columbia.

This funding complements local government funding by also supporting shared services, provincial programs, and system-wide priorities.

Accountability and transparency

Libraries that receive provincial funding must meet provincial accountability and reporting requirements, including:

  • Annual Survey
  • Provincial Public Library Grant Report
  • Statement of Financial Information
