Enhancing Student Learning Report

Report Purpose

As part of a strategic planning cycle, each district team produces an annual Enhancing Student Learning Report. The Enhancing Student Learning Report:

  • Helps districts establish and maintain a robust continuous improvement cycle to engage, plan, and adjust for student learning, with a particular focus on equity of learning outcomes for Indigenous learners, children and youth in care, and students with disabilities or diverse abilities.
  • Presents information in an accessible format to provide public assurance and share progress with First Nation(s) rights holders, Indigenous Peoples, education partners, and community members, including parents and caregivers and students;
  • Provides the ministry with valuable insight into district-level processes that, when combined, tell a provincial story which can inform future capacity building initiatives.

Report Requirements

As per the Enhancing Student Learning Reporting Order (PDF, 174KB), the Enhancing Student Learning Report has two required components:

1. Disaggregated Student Achievement Data​

To fulfil this requirement, district teams are expected to report on the required measures. They are also encouraged to use relevant local data sets to inform their next steps or adjustments. Prior to compiling the report, district teams should engage in a robust data and evidence review process to analyze and interpret the data.

2. Exploration of the Board’s Approach to Continuous Improvement of Student Learning Outcomes

To fulfil this requirement, district teams are expected to share how they have reflected on and adjusted strategies to address gaps and/or areas for growth that emerged from the data and evidence review process. Teams may also share additional details about their district’s processes to continuously improve student learning outcomes. 

3-Year Report Cycle

In 2025, a 3-year submission cycle was introduced for the Enhancing Student Learning Report. Within this 3-year cycle, each district will submit the Enhancing Student Learning Report for review by an external review team and two Interim Progress Reports for review by an internal ministry review team. Each year, twenty Enhancing Student Learning Reports and forty Interim Progress Reports will be reviewed.

The requirements outlined in the ministry-provided templates for both the Enhancing Student Learning Report and Interim Progress Report meet the requirements outlined in the Reporting Order.

Report Preparation

The Enhancing Student Learning Report is designed to provide information on a district team’s continuous improvement cycle (PDF, 178KB), with a particular focus on the “Review and Respond” portion. Before compiling the annual report, district teams should engage in an evidence-based Review and Respond Cycle (PDF, 238KB). This cycle includes:

1. Data and Evidence Review

District teams should engage in a comprehensive data and evidence review process to analyze and interpret data sets throughout the year. Data should be gathered from multiple sources, including:

  • Provincial data
  • Local data
    • MyEducation BC (sign-in required)
    • Education Insights (sign-in required)
    • Student voice
    • Student progress report (report card data)
    • Attendance data
    • Early Years Development Instrument (EDI)
    • Youth Development Instrument (YDI)
    • Middle Year Development Instrument (MDI)
    • Other local data and evidence

2.    Responding to the results from the Data and Evidence Review

Once data is analyzed and interpreted, district teams should reflect on the outcomes to understand gaps and areas for growth for equity of student learning outcomes and continuous improvement. District teams then adjust strategies and determine targeted interventions to address identified areas for growth. These strategy adjustments and targeted interventions are addressed in the Enhancing Student Learning Report as part of the district’s reflection on continuous improvement processes.

Report Criteria

The criteria guide the Annual Review team’s focus when they read and discuss each Enhancing Student Learning Report or Interim Progress Report. District teams are encouraged to review the criteria before writing their report to ensure they include the required information. The report criteria prompts what should be included when district teams analyze and interpret data and evidence, and explain their approach to continuous improvement.

The report and template structure for 2025 submissions are as follows:

Part 1: Review Data and Evidence (Pre-Populated Provincial Data) Template

The Review Data and Evidence (Pre-Populated Provincial Data) Template (PDF, 1MB) provides a pre-populated template with visual representations of all required measures for district teams to analyze and interpret. 

  • Required use for all district teams each year
  • Addresses the required inclusion of student performance by measure outlined in the Reporting Order
  • Populated templates will be added to individual district SharePoint for use (sign-in required)

Part 2a: Respond to Results (Enhancing Student Learning Report) Template

The Respond to Results (Enhancing Student Learning Report) template (DOCX, 622KB) provides district teams with an outline of the required information to include and optional use as a template when writing the Enhancing Student Learning Report. The template includes recommended page lengths for each required section to adhere to the 10-page limit for this section of the report. This section allows district teams to articulate their response to the identified gaps and areas for growth identified in Part 1, and to identify strategies to improve student learning outcomes.

Part 2b: Respond to Results (Interim Progress Report) Template

The Respond to Results (Interim Progress Report) template (DOCX, 587KB) provides district teams with a chart to outline their progress with operationalizing the district’s current Strategic Plan priorities related to improving student learning outcomes.

  • Required use for district teams compiling the Interim Progress Report
  • Addresses the inclusion of “board’s approach to continuous improvement of student achievement” as required by the Reporting Order

Below are document resources available to support district teams in their processes to analyze, interpret, reflect, and adjust:

K-12 Literacy Supports Initiative 

For 2025-26, 2026-27, and 2027-28, district teams will submit the required progress update on the K-12 Literacy Supports Initiative alongside the Enhancing Student Learning Report or Interim Progress Report. This update document will outline the district team’s progress with the K-12 Literacy Supports funding. For ease of reporting, the K-12 Literacy Supports document will be submitted alongside the Enhancing Student Learning Report or the Interim Progress Report as district teams will have completed their data analysis and interpretation and are best positioned to respond to the specific literacy questions.

Notes on Student Performance Data

  • The graphs in the Pre-Populated Data Template are high-level and are not intended to be used for district planning during the preparation of the Enhancing Student Learning Report (the Report). For analysis, while preparing the report, district teams should refer to the Framework Dashboard and the other available tools in the BC K-12 Education Data Portal, the Education Insights portal (sign-in required), and data available on the Student Success website.
  • Ministry data sets are released at various points throughout the year and can be found on the data release schedule in the BC K-12 Education Data Portal. The Framework for Enhancing Student Learning Dashboard is updated annually in early June. Not all data for the current school year will be available at the time of report preparation, including data analysis, and report writing. District teams are not expected to include or report on ministry data sets that are released after the June update of the Framework for Enhancing Student Learning Dashboard.
