Enhancing Student Learning Report

Report purpose

As part of a strategic planning cycle, each district team produces an annual Enhancing Student Learning Report. The Enhancing Student Learning Report:

  • Helps districts establish and maintain a robust continuous improvement cycle to engage, plan, and adjust for student learning, with a particular focus on equity of learning outcomes for Indigenous learners, children and youth in care, and students with disabilities or diverse abilities
  • Presents information in an accessible format to provide public assurance and share progress with local First Nations, education partners, and community members, including parents/caregivers and students
  • Provides the ministry with valuable insight into district-level processes that, when combined, tell a provincial story which can inform future capacity building initiatives

Report requirements

As per the Enhancing Student Learning Reporting Order (PDF), the Enhancing Student Learning Report has two required components:

1. Disaggregated student achievement data​

To fulfil this requirement, district teams are expected to report on the required measures. They are also encouraged to use relevant local data sets to inform their next steps or adjustments. Prior to compiling the report, district teams should engage in a robust data and evidence review process to analyze and interpret the data.

2. Exploration of the board’s approach to continuous improvement of student learning outcomes

To fulfil this requirement, district teams are expected to share how they have reflected on and adjusted strategies to address gaps and/or areas for growth that emerged from the data and evidence review process. Teams may also share additional details about their district’s processes to continuously improve student learning outcomes. 

Three-year report cycle

In 2025, a three-year submission cycle was introduced for the Enhancing Student Learning Report. Within this three-year cycle, each district will submit the Enhancing Student Learning Report for review by an external review team and two Interim Progress Reports for review by an internal ministry review team. Each year, 20 Enhancing Student Learning Reports and 40 Interim Progress Reports will be reviewed.

The requirements outlined in the ministry-provided templates for both the Enhancing Student Learning Report and Interim Progress Report meet the requirements outlined in the Reporting Order.

Report preparation

The Enhancing Student Learning Report is designed to provide information on a district team’s continuous improvement cycle (PDF), with a particular focus on the “Review and Respond” portion. Before compiling the annual report, district teams should engage in an evidence-based Review and Respond Cycle (PDF). This cycle includes:

1. Data and evidence review

District teams should engage in a comprehensive data and evidence review process to analyze and interpret data sets throughout the year. Data should be gathered from multiple sources, including:

  • Provincial data
  • Local data
    • MyEducation BC (sign-in required)
    • Education Insights (sign-in required)
    • Student voice
    • Student progress report (report card data)
    • Attendance data
    • Early Years Development Instrument (EDI)
    • Youth Development Instrument (YDI)
    • Middle Year Development Instrument (MDI)
    • Other local data and evidence

2. Responding to the results from the data and evidence review

Once data is analyzed and interpreted, district teams should reflect on the outcomes to understand gaps and areas for growth for equity of student learning outcomes and continuous improvement. District teams then adjust strategies and determine targeted interventions to address identified areas for growth. These strategy adjustments and targeted interventions are addressed in the Enhancing Student Learning Report as part of the district’s reflection on continuous improvement processes.

Report criteria

The criteria guide the annual review team’s focus as they read and discuss each Enhancing Student Learning Report. District teams are encouraged to review the criteria before writing their report to ensure they include the required information. The report criteria outlines what district teams should include when they look at data and evidence and describe their approach to continuous improvement. 

Report templates

The Enhancing Student Learning Report and Interim Progress Report are based on the Review and Respond Cycle infographic (PDF).

2026 templates have now been distributed via district SharePoint. Each district team has received:

  • Planning template - Unmasked provincial data
  • Interim Progress Report or Enhancing Student Learning Report template, including the masked pre-populated provincial data for reporting purposes
    • District teams receive the Interim Progress Report template or the Enhancing Student Report template based on the three-year submission cycle. A list was distributed in the Deputy Minister’s Bulletin in February

2026 templates include one document for the Enhancing Student Learning Report and one document for the Interim Progress Report. Each document contains a section for data and evidence review, including masked pre-populated provincial data, and a section for the district approach to continuous improvement. Both versions of the report fulfil the requirements as per the Reporting Order.

Report submission

As per the Reporting Order, Enhancing Student Learning Reports and Interim Progress Reports are due to the ministry between June 30 and September 30. To account for Truth and Reconciliation Day on September 30, submissions are accepted until October 1, 2026.

To submit a report

  1. Save the report as a PDF
  2. Publish the report on the district website
  3. Submit the PDF report and the district website link to the ministry via the online submission form. The following should also be added to the form:
    • The district’s current strategic planning cycle
    • A link to the strategic plan on the district website
    • A list of school plan links

Notes on student performance data

  • The masked graphs included in the data and evidence section of both the Enhancing Student Learning Report and Interim Progress Report (the reports) are high-level and are not intended to be used for district planning during the preparation of the report. In 2026, district teams were provided with an unmasked version of the provincial data for planning purposes; this unmasked data is given to district teams via SharePoint. District teams can also refer to the Framework dashboard and the other available tools in the B.C. K-12 Education Data Portal, the Education Insights portal (sign-in required), and data available on the Student Success website
  • As of 2026, the Children and Youth in Care (CYIC) cohort was changed to include students from three care categories:
    • In Care
    • Out of Care (Kinship Care)
    • Youth Services

Previously, only students that were in the In Care or Youth Services category were included in provincial data for the children and youth in care cohort. This update will result in a more comprehensive view of students that have had agreements with the Ministry of Children and Family Development and will result in more students appearing in this category. The category has been renamed from CYIC All Resident Students to CYIC All Legal Groups Resident Students.   • Ministry data sets are released at various points throughout the year and can be found on the data release schedule in the B.C. K-12 Education Data Portal. The framework for enhancing student learning dashboard is updated annually in early June
  • Not all data for the current school year will be available at the time of report preparation, including data analysis, and report writing. District teams are not expected to include or report on ministry data sets that are released after the June update of the Framework for Enhancing Student Learning dashboard
