British Columbia’s K-12 public education sector approaches continuous improvement through a lens of accountability and evidence-informed decision making. The Framework for Enhancing Student Learning guides this approach. Co-developed with First Nation(s) rights holders, Indigenous Peoples, and education partners, the Framework for Enhancing Student Learning consists of the Framework for Enhancing Student Learning Policy (the Policy) and the Enhancing Student Learning Reporting Order (Reporting Order). These documents formalize planning and reporting expectations for all school districts with a focus on improving equity of learning outcomes and enhancing the intellectual, social, and career development of all students in the K-12 public system.
The Continuous Improvement Program for Enhancing Student Learning (the program) puts the Framework for Enhancing Student Learning into action in the B.C. K-12 education system. Guided by co-created Principles, the program aims to improve equity in learning outcomes for all students in B.C., with a special focus on Indigenous learners, children and youth in care, and students with disabilities or diverse abilities.
The program includes the four ministry commitments outlined in the Framework for Enhancing Student Learning Policy:
1. Conduct a review program of the Enhancing Student Learning Reports
The Continuous Improvement Program conducts an annual review of all 60 district Enhancing Student Learning Reports. The Review Team, made up of former sector practitioners and ministry staff, identifies areas for growth and recommends improvements to ministry practices.
2. Publish annual educational outcomes and metrics for each school district
Throughout the year, the Ministry of Education and Child Care publishes data sets for school district staff to use in their planning and reporting.

3. Collaborate with First Nation(s) rights holders, Indigenous Peoples, and key education partners
The Framework for Enhancing Student Learning and the Continuous Improvement Program were co-designed alongside First Nation(s) rights holders, Indigenous Peoples, and key education partners. The program continues to collaborate throughout the annual cycle.
4. Build capacity across a continuum of supports
