About the pilot project

Electric kick scooters are battery-powered motorized devices with two to four wheels, a platform for standing and handlebars for steering. 

From 2021 to 2024, the B.C. government held a pilot project to test electric kick scooter use in participating pilot communities. Starting April 5, 2024, a new pilot project is underway to continue testing electric kick scooter use in participating B.C. communities.

The Electric Kick Scooter Pilot Project Regulation sets rules for the pilot project. Each participating community can also set certain rules establishing where you may use an electric kick scooter (e.g. on multi-use paths). The B.C. government is using the results of these pilot projects to determine whether electric kick scooters should be authorized for permanent use in the province.

Pilot project rules

A licence or insurance is not required to operate an electric kick scooter. You must be at least 16 years old. Follow the rules in the Electric Kick Scooter Pilot Project Regulation and any set by a participating community.

Participating communities and pilot project start date

Electric kick scooters can be ridden in participating communities, subject to any rules set by the municipality.

Electric kick scooters cannot be used on public roads in a municipality that is not a participating community. Limited use is allowed in areas outside of municipal boundaries.

Participating communities may have bylaws setting criteria for electric kick scooter use. Check with your municipality to understand what rules apply in your community.

Starting June 3, 2024, electric kick scooter riders (along with cyclists and other vulnerable road users) have new protections under B.C.'s new vulnerable road user law which require drivers to always drive safely and give space when passing.

Other areas where you may ride

You can ride an electric kick scooter on certain highways outside of municipal boundaries (e.g., in electoral areas).

The following rules apply:

  • The highway must not be located within municipal boundaries nor be covered by the treaty lands of a treaty First Nation or Nisg̱a'a Lands
  • The highway must have a cycle lane
  • You must ride in the cycle lane at all times
  • You cannot ride anywhere else on the road or shoulder, including on sidewalks or in crosswalks
