Electric kick scooter pilot project

Electric kick scooters are battery-powered, motorized stand-up scooters designed for short trips. They are a convenient and affordable way to travel short distances. In B.C., electric kick scooter use is being tested through a four-year provincial pilot project.

About the pilot project

From 2021 to 2024, the Province tested electric kick scooter use in participating B.C. communities. On April 5, 2024, the Province launched a new four-year pilot project to continue this work.

The Electric Kick Scooter Pilot Project Regulation sets the rules. Municipalities can join as participating communities and may set certain rules where you may use an electric kick scooter (e.g., on multi-use paths). The Province is using the results of the pilot project to determine whether electric kick scooters should be authorized for permanent use in B.C.

Pilot project rules

You must be at least 16 years old to operate an electric kick scooter and can only ride in areas where use is allowed. A licence or insurance is not required. Devices must also meet certain requirements.

Follow the rules in the Electric Kick Scooter Pilot Project Regulation and any set by a participating community. Contact your local government if you have questions about riding your electric kick scooter in your community.

Electric kick scooters can be used on public roads in participating communities, subject to rules in Part 2 of the regulation and set by the municipality.

On certain highways outside municipal boundaries

Limited use of electric kick scooters is allowed on certain highways outside municipal boundaries, such as in electoral areas subject to rules in Part 3 of the regulation.

Summary of rules:

  • The highway must not be within municipal boundaries, treaty lands of a treaty First Nation, or Nisg̱a'a Lands
  • The highway must have a cycle lane
  • You must ride in the cycle lane at all times
  • You cannot ride anywhere else on the road or shoulder, including on sidewalks or in crosswalks
