Electric kick scooter rules and safety

A four-year pilot project is underway to test electric kick scooter use in B.C. Municipalities can join to become participating communities.

Riders must follow the rules in the Electric Kick Scooter Pilot Project Regulation, as well as any additional rules set by a participating community.

You must be at least 16 years old to ride an electric kick scooter. You do not need a licence or insurance. Devices must also meet certain requirements.

Electric kick scooters can be used on public roads in participating communities, subject to rules in Part 2 of the regulation and set by the municipality.

On certain highways outside municipal boundaries

Limited use of electric kick scooters is allowed on certain highways outside municipal boundaries, such as in electoral areas, subject to rules in Part 3 of the regulation.

Summary of rules:

  • The highway must not be within municipal boundaries, treaty lands of a treaty First Nation, or Nisg̱a'a Lands
  • The highway must have a cycle lane
  • You must ride in the cycle lane at all times
  • You cannot ride anywhere else on the road or shoulder, including on sidewalks or in crosswalks

Types of electric kick scooters allowed

An electric kick scooter must meet certain requirements. You could get a violation ticket and fine from police for riding a device that is not legal.

Make sure an electric kick scooter you are thinking of buying or renting has all of the following:

  • Handlebars for steering with a platform in the middle for standing (cannot have a seat/sitting surface or enclosure)
  • One or two front and rear wheels (no more than 430mm in diameter) placed along a longitudinal axis
  • One or more electric motors powered by batteries, with a continuous power output rating not exceeding 500 watts
  • Weight not exceeding 45 kg, including motors and batteries
  • Maximum speed capability of 25 km/h on a clean, paved and level surface
  • A braking system that can stop the device travelling at maximum speed within 7.5 meters. The motor must also stop when the accelerator is released or brakes applied
  • A bell or horn that must be sounded when passing pedestrians and other road users
  • Front and rear lights that must be turned on between sunset and sunrise (lights may also be worn by the operator)

Road and safety rules you must follow

Follow road and safety rules to ride safely and legally.

Road rules

Follow these rules and watch for signs and signals.

Roads with speed limits up to 50 km/h

Ride in a designated cycling lane if there is one or stay as far right as you safely can unless directed elsewhere by a traffic control device.

Roads with speed limits over 50 km/h

You may not ride on the road or the shoulder of a road at a speed limit above 50 km/h. You may only ride in a designated cycling lane.

Obey all signs and signals when you ride

You must obey any signs or other traffic control devices indicating where you can and cannot ride an electric kick scooter.

Safety rules

You must obey provincial rules when operating an electric kick scooter.

Participating communities may also set rules where you can ride an electric kick scooter. Check with your municipality to understand what rules apply to you.

Must be 16 or older 

You must be 16 or older to ride an electric kick scooter. Parents and guardians must not allow children under 16 to ride an electric kick scooter.

Sidewalks and crosswalks 

You cannot ride an electric kick scooter on sidewalks or in crosswalks, except if a sign or traffic control device allows electric kick scooters on sidewalks or in crosswalks.

Use bell or horn 

Sound a bell or horn whenever approaching or passing a pedestrian, cyclist or person using another device.

Ride single file 

You must not ride beside another person operating a cycle or electric kick scooter, except to pass.

Safety helmet 

Wear an approved safety helmet whenever riding an electric kick scooter.

Single use 

You must not carry any passengers, or tow people or devices.

Use turn signals 

Indicate whenever you are turning by using standard hand signals or lighted turn signals if your device has them.

Do not ride impaired or distracted 

It's illegal to ride while you're impaired by alcohol or drugs or using a mobile phone or other electronic devices.

"Hook" turns 

To turn left at an intersection, pass straight through the intersection staying as far right as possible, then stop and turn left 90-degrees. Go forward when directed by any traffic signals, signs or other traffic control devices. You can also dismount and walk through an intersection as a pedestrian.

Same rights and duties as drivers 

You have the same rights and duties of drivers of a vehicle under Part 3 of the Motor Vehicle Act. This means you must follow general rules of the road and obey traffic control devices that apply to drivers.

These rules are the law. If you do not follow them, you may receive a $109 fine, have your device impounded or face other penalties of up to $2,000.

Understand the rules

Make sure you know the rules before using, buying or renting an electric kick scooter. Breaking the law can result in a violation ticket and fine, or injury to yourself or others.

Read the instructions

Start by reading the user manual and learn how to use your electric kick scooter. If you are renting, follow the rental company's instructions.

Practice your skills

Practice controlling and riding your electric kick scooter in a safe environment. Make sure you're comfortable with stopping, dismounting and using turn signals.

Public education resources are available to support safe and legal electric scooter use. Schools, municipalities, parents and others are encouraged to use and circulate these materials to promote responsible ridership and compliance with the law.
