Motor Vehicle Act pilot projects

Pilot projects allow for the testing of new and emerging transportation technologies and rules of the road. The current electric kick scooter pilot project is allowing electric kick scooters to be tested in participating communities.

About Motor Vehicle Act pilot projects

Part 13 of the Motor Vehicle Act allows new pilot projects to be established for the purposes of researching, testing or evaluating any matter relating to the Act. Pilot projects require the development and Cabinet approval of new regulations that set out policies and rules.

Different types of pilot projects can be made that either apply province-wide, to a limited area or that allow municipalities to join if they want to participate. Pilot projects can be up to four years in length with one potential extension if they can be expanded from a limited area to province-wide.

Future pilot projects

The Ministry welcomes proposals for new pilot projects. To be considered, the proposal must be suitable for a pilot project, provide sufficient details on what is to be tested, and be supported by research and evidence. Proposals must also:

  • Have public benefits and be supported by interested parties
  • Be enforceable and not negatively impact road safety
  • Have measurable results and collectable data
  • Require reasonable costs and/or resources to implement
  • Align with the Minister’s Mandate Letter and Government priorities
  • Meet other relevant Ministry criteria

Only a limited number of pilot projects can be undertaken as each requires development of specific policies and regulations, Cabinet decisions and ongoing evaluation and reporting.
