Publicly Funded In-Vitro Fertilization (IVF) Program

The Province of British Columbia has launched a publicly funded in vitro fertilization (IVF) program, providing access to one-time funding for eligible B.C. residents, supporting those who require IVF on their active path to parenthood.

B.C.'s IVF program

B.C. residents who are enrolled in the Medical Services Plan (MSP), meet all other eligibility criteria and who complete the income verification process, may receive one-time funding of up to $19,000 towards a single standard cycle of IVF treatment at participating B.C. fertility clinics. 

Funding amounts are determined based on the combined pre-tax income (line 15000) of the applicant(s) Notice of Assessment(s) or Notice of Re-assessment from the current tax year.

All applications are subject to review and approval based on available funding.

Starting on July 2, 2025, you may be eligible for the publicly funded IVF Program.

Eligibility

The following eligibility criteria apply to all applicants (intended parents):

  • 41 years of age or younger (or turned 42 between April 1, 2025 and July 2, 2025) at the time of application for the applicant undergoing the embryo transfer
    • If you are over 41 years of age and using eggs retrieved prior to age 41 or from a known egg donor who is under the age of 41, please consult with your fertility specialist to discuss your options
  • Enrolled in the Medical Services Plan (MSP) at the time of application and for the duration of the funding approval
  • Recommended by your fertility specialist to pursue IVF treatment
  • Submit required income verification documentation to the Ministry of Health

Eligible services

IVF treatment must be completed at a participating B.C. fertility clinic.

Approved funding may be applied to:

  • Components of a standard IVF cycle (including orientation, sperm wash, egg retrieval,  blastocyst culture and single embryo transfer; fresh or frozen)
  • Components of a standard IVF cycle with previously frozen eggs
  • Frozen embryo transfer (FET) using previously frozen embryos
  • Required cycle medications
  • Intracytoplasmic sperm injection (ICSI)
  • Additional one-at-a-time embryo transfer
  • Embryo storage for up to one year
  • Repeated treatment components (within 12-month timeline)​
 

Services not eligible for public funding

The publicly funded IVF program does not cover the following services. Costs related to any of these services, or those not already covered by the Medical Services Plan (MSP), are the responsibility of the applicants.

  • Non-IVF fertility interventions (e.g., IUI) and fertility assessments and investigations beyond what is covered by MSP
  • Preimplantation Genetic Testing (PGT-A, PGT-SR, PGT-M)
  • Services specifically for fertility preservation
  • Costs associated with:
    • Buying donor eggs and/or donor sperm
    • Non-IVF Surrogacy costs (e.g., legal fees, travel costs)
  • Retroactive funding or reimbursement of services
  • IVF treatment not done through a participating B.C. fertility clinic
  • Travel or Accommodation

Participating B.C. fertility clinics

The following are the B.C. fertility clinics participating in the Publicly Funded IVF Program as of July 2, 2025

How to apply

Starting on July 2, 2025, you may be eligible to apply for the 2025 program year (July 2, 2025 to March 31, 2026). 

Applications for funding must be submitted to the Ministry of Health by a participating B.C. fertility clinic. 

To begin the application process, follow the steps outlined below:

  1. Review the eligibility requirements and funding qualification information
  2. Contact your health care provider to discuss your fertility concerns or needs
           If you don’t have access to a health care provider, you can obtain a referral to a fertility clinic through a walk-in clinic or an Urgent and Primary Care Centre
  3. Request a referral for consultation with an IVF specialist at a participating B.C. fertility clinic
    • Your health care provider will complete an initial evaluation and any required testing. If fertility treatment is required, you will be referred to a participating B.C. fertility specialist
  4. Complete a consultation with the participating B.C. fertility clinic who will apply to the program on your behalf
  5. Complete any recommended diagnostic testing or pre-requisite treatments as determined by your B.C. fertility specialist
  6. Complete other fertility treatments first, if recommended by your B.C. fertility specialist

Application submission:

Once you have completed the steps outlined above, and you have signed the Ministry of Health Publicly Funded IVF program Application Consent form (provided to you by your fertility clinic) your participating B.C. fertility clinic will submit your application to the Ministry of Health on your behalf. All intended parent(s) must be listed as applicants. 

Participating B.C. Fertility Clinics will submit applications in order based on the date of consultation with their clinic, starting March 8, 2024.

You will then need to submit your current tax year Notice of Assessment(s) or Notice of Re-Assessment directly to the Ministry of Health for income verification within 30 days from the date of your application submission.

  • Notices of Assessment must be submitted for all intended parents on the Application.
  • Once the Ministry of Health has received both your application and required income verification documentation your application is complete.

Application review process:

Applications will be reviewed by the Ministry of Health in the order which completed applications are received

  • Your application will not be reviewed until your income verification documentation has been received
  • If you do not submit the required income verification documentation within 30 days from the time your application is submitted by your fertility clinic, you will need to re-apply
  • Applications will be reviewed within 30 business days of the Ministry of Health receiving all required documents, including income verification documents
  • Funding decisions will be communicated to your fertility clinic. Your fertility clinic will then contact you directly regarding the next steps in scheduling your IVF treatment

Frequently asked questions

 

I had my consultation and/or fertility testing at a B.C. fertility clinic prior to July 2, 2025. Will I need an updated consultation to apply to the program? 

If you completed your consultation and fertility testing at a participating B.C. fertility clinic between March 8, 2024 (announcement), and July 2, 2025, your participating B.C. fertility clinic may apply to the program on your behalf. However, please contact your fertility specialist to discuss whether any updated testing or follow-up visits are required. Participating B.C. fertility clinics will submit applications in order based on the date of consultation with their clinic, starting March 8, 2024.

 

How much funding am I eligible for? 

B.C. residents who are enrolled in the Medical Services Plan (MSP) and meet all other eligibility criteria and complete the income verification process may receive one-time funding of up to $19,000 for a single standard cycle of IVF treatment at participating B.C. fertility clinics.

Why has income testing been introduced to the Publicly Funded IVF Program?

Funding amounts are based on combined income to ensure that more individuals and families can benefit from the program, with greater support for those who need it the most and are otherwise unable to afford the high cost of IVF.

 

If I am approved for the publicly funded IVF program, how will I receive my funding?

Funding will be provided directly to participating fertility clinics in B.C. If you have been approved for funding, your fertility clinic will contact you to discuss your treatment plan under the publicly funded IVF program. Funding approvals are valid for 12-months from the date of approval. Funding approvals are non-transferable to another participating B.C. fertility clinic.

 

If I meet all the eligibility criteria am I guaranteed funding?

Funding for the publicly funded IVF program is limited. Please discuss with your participating B.C. fertility clinic whether space is available in the current program year. Applications are submitted by participating clinics in order based on consultation date with their clinic, starting March 8, 2024.

 

I am enrolled in the Medical Services Plan (MSP) but my partner is not. Can I still apply?

No. To be eligible for the publicly funded IVF Program, all applicants (intended parents) must be listed on the application form and are required to be enrolled in MSP at the time of applicant and for the duration of the funding approval.

 

What if I have coverage for IVF treatment through private insurance? Am I still eligible for the publicly funded IVF program?

Yes. Applicants with private insurance for IVF treatment can combine their coverage with the funding provided through the publicly funded IVF program.

 

Am I required to pursue other fertility treatments before applying to the publicly funded IVF program?

Yes. You are expected to complete any other fertility treatments recommended by your fertility specialist before applying for publicly funded IVF treatment.

 

I previously had tubal ligation. Am I eligible for the publicly funded IVF program?

Yes. History of tubal ligation does not impact eligibility for the publicly funded IVF program.

 

If I previously underwent IVF treatment, am I still eligible for the publicly funded IVF program?

Yes. Previous IVF treatment outside the publicly funded program in B.C. does not impact eligibility for the publicly funded IVF program. However, it is important to work with your fertility specialist on your treatment recommendation.

 

I have existing frozen embryos/eggs/sperm. Can these be used in combination with the public funding?

Yes. Your fertility specialist can help determine the most effective use of any existing genetic material in combination with the public funding.

 

My IVF treatment plan includes known donor eggs and/or known donor sperm. Am I eligible for funding?

Yes. Using known donor eggs and/or known donor sperm does not make you ineligible for funding.

Costs associated with buying donor eggs and/or sperm is not eligible for program funding.

 

My IVF treatment plan includes a gestational surrogate. Am I eligible for funding?

If a gestational surrogate is part of your IVF treatment pathway, the gestational surrogate must be at minimum enrolled in a Canadian Provincial/Territorial health plan to participate in a publicly funded IVF treatment cycle. However, funding may only be applied to eligible IVF treatment components provided to a gestational surrogate if they are enrolled in MSP. Any associated legal costs, or other costs outside of the eligible IVF services are ineligible for the program. 

 

Can I use program funding for IVF treatment outside of B.C.

No. IVF treatment must be obtained through a participating B.C. clinic to be eligible for funding.

 

How are applications prioritized?

Participating fertility clinics submit applications in order of consultation date with their clinic, beginning with March 8, 2024, onwards.

Completed applications will be reviewed by the Ministry of Health in the order they are received. A completed application includes the application submitted by your fertility clinic and receipt of the required income verification documentation by the Ministry of Health. 

 

I need to travel for my IVF treatment. Are my travel costs eligible for funding?

The Publicly funded IVF program does not include coverage for travel or accommodation. If you are approved for funding and need to travel for your IVF treatment, you may be eligible for the Travel Assistance Program (TAP). For more information please visit: Travel Assistance Program (TAP BC)

 

I have questions regarding my application status, my treatment plan or  scheduling of my IVF treatment. Who can I contact?

Please contact your participating fertility clinic with any questions regarding your application, your treatment plan or scheduling of treatment once you are approved for funding.

 

I had a consult at Clinic A on June 1, 2025. I have decided to pursue treatment at Clinic B, and had a consult on June 25th, 2025. Can the earlier consult date be used?

No, the date of consultation is with the clinic who will submit the application on your behalf.

 

I have questions regarding the publicly funded IVF program who can I contact?
