Publicly funded in-vitro fertilization (IVF) program

B.C.’s Publicly Funded In-Vitro Fertilization (IVF) program launched on July 2, 2025, providing access to one-time funding for eligible B.C. residents who rely on IVF to build their families and who are ready to move forward with treatment. 

The 2026/27 program year runs from April 1, 2026 to March 31, 2027. Applications are submitted to the Ministry of Health by a participating B.C. fertility clinic and are accepted until all funding for the program year has been allocated.

Eligibility Requirements

The following eligibility requirements criteria apply to all applicants (intended parents):

  • 41 years of age or younger at the time of application for the applicant undergoing the embryo transfer
    • If you are over 41 years of age and using eggs retrieved prior to age 42 or from a known egg donor who is under the age of 42, or donor eggs purchased from a donor egg bank, please consult with your fertility specialist to discuss what options may be available to you.
  • Be enrolled in the Medical Services Plan (MSP) at the time of application and remain continuously enrolled for at least nine (9) months after the funding approval date. MSP accounts cannot have a future cancellation date within this period.
  • Completed a consultation on or after March 8, 2024, with your participating B.C. fertility clinic.
  • Recommended by your fertility specialist to pursue IVF treatment and are ready to proceed with treatment.
    • Completed all recommended diagnostic testing or pre-requisite treatments as determined by your B.C. fertility specialist.
    • Have completed other fertility treatments first, as recommended by your B.C. fertility specialist. 
  • Meet income qualification requirements.
    • Valid income documentation for all intended parents (applicants) submitted to the Ministry of Health within 30 calendar days of the application submission date. 
    • Combined pre-tax income (line 15000) for all intended parents (applicants) is $250,000 or less for the current tax year.

Sex, gender, sexual orientation, and family status are not factors in determining eligibility.

Income qualification requirements

Funding amounts for the publicly funded IVF program are based on the combined pre-tax income (line 15000) of all intended parents' (applicants') notices of assessment (NOA) or notices of reassessment (NORA) for the current tax year. Current income and financial circumstances are not considered. 

Currently the program is accepting valid income documents for the 2024 and 2025 tax years, with 2025 documents accepted as they become available from the Canada Revenue Agency (CRA). All applicants on an application must submit income documents from the same tax year.

Income documents other than your CRA issued NOA or NORA are not valid income documents and will not be accepted. NOA or NORA documents must include line 15000, your full name matching the name on your application, and your address.

IVF services covered by the Program

Understanding the Funding

  • If approved, you must be prepared to begin IVF treatment within three (3) months from the date your application was approved. Once you begin treatment your funding is valid for six (6) months towards eligible IVF services.
  • The publicly funded IVF program covers only services that are part of a standard IVF cycle. IVF services provided only to preserve fertility (e.g., egg freezing, embryo freezing, sperm freezing) are not eligible for funding at this time.
  • Any costs for services that are not eligible for funding are the responsibility of applicants and must be paid directly to the fertility clinic.
    • If the cost of treatment is higher than the approved funding amount, applicants are responsible for paying the difference and this amount must be paid directly to the fertility clinic.
  • IVF treatment must be completed at the participating B.C. fertility clinic associated with your application.
  • Medications covered by approved funding must be provided by the participating B.C fertility clinic and must be directly related to the eligible services of a standard IVF cycle. Costs of medications purchased through community pharmacies are the responsibility of applicants.
  • Approved funding may only be applied to eligible services received after the date of application approval. The publicly funded IVF program does not provide retroactive funding or reimbursement for services in any circumstance.

Funding may be applied to the following services received after the date of your funding approval:

  • Components of a standard IVF cycle (including orientation, sperm wash, egg retrieval, blastocyst culture and single embryo transfer; fresh or frozen)
  • Components of a standard IVF cycle with previously frozen eggs
  • Frozen embryo transfer (FET) using previously frozen embryos
  • Required standard IVF cycle medications when obtained through the participating B.C. fertility clinic associated with your application 
  • Intracytoplasmic sperm injection (ICSI)
  • Additional one-at-a-time embryo transfer
  • Embryo storage for up to one year
  • Repeated treatment components (within approved funding period)​
 

Services and costs not funded by the IVF program:

  • Non-IVF fertility treatments (e.g., IUI) as well as fertility assessments and investigations beyond what is covered by the Medical Services Plan (MSP)
  • Preimplantation Genetic Testing (PGT-A, PGT-SR, PGT-M)
  • Services provided only to preserve fertility, where applicant(s) are not actively pursuing pregnancy through IVF (e.g., egg freezing, embryo freezing, sperm freezing)
  • Costs associated with:
    • Buying donor eggs and/or donor sperm, including pre-paid donor egg bank cycle plans or refund-assurance programs.
    • Non-IVF surrogacy costs (e.g., legal fees, travel costs)
  • Required cycle medications purchased at a community pharmacy
  • Medications prescribed for tests and treatments not part of a standard IVF cycle.
  • Travel or Accommodation
    • Note: Applicants approved for the publicly funded IVF program who must travel for eligible IVF services, may be eligible for the Travel Assistance Program (TAP)
  • Retroactive funding or reimbursement for IVF services provided before the date of funding approval
  • IVF treatment provided by a non-participating fertility clinic

Funding for IVF treatment that includes Known Egg/Sperm Donors, Anonymous Egg/Sperm Donor or Gestational Surrogates

Using known or anonymous donor eggs and/or donor sperm or a gestational surrogate does not make you ineligible for the program. However, there are limitations to what is funded by the program. Any costs not covered by the program are the responsibility of the applicant(s).

Before you apply

Before you ask your fertility clinic to submit an application on your behalf, please make sure you understand the program’s eligibility criteria and your responsibilities as an applicant.

You are responsible for reviewing the information on this website, including:

  • Who can apply and the medical and residency requirements
  • What the program covers and what costs are not covered
  • Income verification requirements, including the need for a current Notice of Assessment (NOA) or Notice of Reassessment (NORA)
  • Your role in completing the application, including providing your required documents on time

Understanding these requirements will help ensure that your application can be processed without delays.

Preparing to apply

  1. All listed applicants (intended parents) must meet program eligibility criteria at the time the application is submitted to the Ministry of Health.   
    • ​If you are re-applying to the program, you must meet all eligibility and income-qualification requirements at the time of your new application.​​​ Re-applications are assessed independently from previous decisions.
  2. Confirm your date of consultation with your fertility clinic. First-time applications for funding are submitted in order of date of consultation with the clinic beginning March 8, 2024.
    • If you are not currently connected with a participating B.C. fertility clinic, you will need to request a referral for consultation.
      • Your health care provider will complete an initial evaluation and any required testing. If fertility treatment is required, you will be referred to a participating B.C. fertility specialist.
      • If you don’t have access to a health care provider, you can obtain a referral to a fertility clinic through a walk-in clinic or an Urgent and Primary Care Centre.
  3. Make sure that your B.C. fertility specialist recommends IVF as the next step in your fertility care and that they have assessed your eligibility for the publicly funded IVF program. This includes:
    • Completing any diagnostic testing or pre-requisite treatments recommended by your B.C. fertility specialist before you apply.
    • Completing any other fertility treatments first, if recommended by your B.C. fertility specialist.
  4. Determine your readiness to apply to the program.  This includes:
    • Having your valid income documents ready to submit to the Ministry of Health within 30 calendar days from the date your application is submitted.
    • Ensuring you are prepared, including financially, to begin IVF treatment within three (3) months if your application is approved.
    • If you have questions about how your treatment plan and timeline might align with the timing of your application submission, please consult with your participating B.C. fertility clinic.
  5. Contact your participating B.C. fertility clinic to determine current program year funding availability and the potential timeline of your application submission.

How to apply

Applications for funding must be submitted to the Ministry of Health by a participating B.C. fertility clinic. First-time applications are submitted in order of date of consultation with the clinic beginning March 8, 2024.

  • If you are re-applying, please contact your fertility clinic to discuss your specific circumstance.

Each participating B.C. fertility clinic has been allocated annual funding for the current program year and is responsible for managing application submissions based on their individual clinic capacity.

  • Applications are submitted in the current program year until all funding has been exhausted.
  • Applicants should consult with their participating B.C. fertility clinic to confirm individual clinic funding availability for the current program year.

Application submission:

Your clinic will submit your application to the Ministry of Health on your behalf with all intended parent(s) listed as applicants once:

  1. You have completed the steps outlined above (“Before you apply” and “Preparing to apply”);
  2. You have signed the Ministry of Health Publicly Funded IVF program Application Consent form (provided to you by your fertility clinic);
  3. Your participating B.C. fertility clinic has confirmed application space is available; and
  4. You have confirmed you are ready to submit your application and will be ready to begin funded IVF treatment within three (3) months if your application is approved, dependent on the fertility clinic’s scheduling availability.

Note: There is no prioritization for age or other factors. Sex, gender, sexual orientation, and family status are not factors in determining eligibility.

Income document submission:

Your participating B.C. fertility clinic will confirm they have submitted your application, and provide you with your application number. You will then need to submit current tax year Notice of Assessment(s) or Notice of Re-Assessment(s) for all intended parents (applicants) directly to the Ministry of Health within 30 days from the date of your application submission.

  • Only submit your income verification documentation to the Ministry of Health through the secure upload tool:  Upload your In-Vitro Fertilization Program verification documents. Do not email personal information to the Ministry of Health.  
  • Do not submit your income documentation if your fertility clinic has not submitted an application for funding. You will need to provide your application number when you submit your income documentation.
  • CRA-issued Notice of Assessment (NOA) or Notice of Reassessment (NORA) for the current tax year are the only valid income documents that are accepted.
    • Currently the program is accepting valid income documents for the 2024 tax year. 2025 tax year documents will also be accepted as they become available.
    • All listed applicants must submit valid documents from the same tax year.
  • NOA or NORA must have line 15000, your full name matching the name on your application, and your address to be considered valid income documents.
  • Please contact the CRA at 1-800-959-8281 or visit Notice of assessment: Get a copy at Canada.ca if you need assistance in obtaining your income documentation.

Application review process:

Applications are reviewed by the Ministry of Health in the order which they are received from participating B.C. fertility clinics. Applications will be reviewed within 30 business days of the Ministry of Health receiving all required documents.

A submitted application will not be reviewed until the required and valid income documentation is received by the Ministry of Health from all applicants (intended parents).

  • If valid income documentation for all applicants (intended parents) is not received within 30 days from the date of application submission, your application will be closed. If you are unable to submit your income documents in time, and wish to re-apply, please contact your fertility clinic to discuss options.

Funding decisions are communicated directly to your fertility clinic. Your fertility clinic will contact you directly regarding the next steps for scheduling your IVF treatment.

Accessing approved funding

If your application is approved, your approved funding period begins on the date of application approval. You must be prepared to begin treatment within three (3) months from this date.   

  • If you are unable to begin funded IVF treatment within 3 months of your application approval date, please consult with your participating B.C. fertility clinic

Once you begin treatment, your funding is valid for 6 months from your treatment start date.

Frequently asked questions

 

How are applications prioritized?

Participating fertility clinics submit first-time applications in order of the consultation date with their clinic, beginning with March 8, 2024, onwards. Applications can be submitted until the available funding for the program year has been allocated. There is no prioritization for age or other factors. 

The Ministry of Health reviews completed applications in the order they are received. An application is considered complete when the Ministry of Health has received both the application submitted by your fertility clinic and the required valid income verification documents. Income documents must be received within 30 days from the date your application was submitted. 

All applications are subject to review and approval based on available funding.  

 

How much funding am I eligible for? ​ 

B.C. residents who are enrolled in the Medical Services Plan (MSP) and meet all other eligibility criteria and complete the income verification process may receive one-time funding of up to $19,000 for a single standard cycle of IVF treatment at participating B.C. fertility clinics. 

Funding amounts are determined based on the combined pre-tax income (line 15000) from the current tax year Notice of Assessment or Notice of Reassessment for all applicants (intended parents). You may be eligible for funding if your combined pre-tax income is up to $250,000. Refer to the funding table above to see how much funding you may qualify for.

 

If I meet all the eligibility criteria am I guaranteed funding? 

Funding for the Publicly Funded IVF Program is limited. All applications are subject to review and approval based on available funding. Please discuss with your participating B.C. fertility clinic whether space is available in the current program year.  

 

If I am approved for the Publicly Funded IVF Program, how will I receive my funding? 

Funding will be provided directly to participating fertility clinics in B.C. If you have been approved for funding, your fertility clinic will contact you to discuss your treatment plan under the Publicly Funded IVF program.  

 

Why is the Publicly Funded IVF Program income-tested? 

Funding amounts are based on combined income to ensure that more individuals and families can benefit from the program, with greater support for those who need it the most and are otherwise unable to afford the high cost of IVF. 

 

If I do not have a Notice of Assessment (NOA), can I still apply? 

No. A Notice of Assessment or Notice of Reassessment is the valid income documentation required from all applicants.

I am enrolled in the Medical Services Plan (MSP) but my partner/spouse is not. Can I still apply? 

No. To be eligible for the Publicly Funded IVF Program, all applicants (intended parents) listed on the application form must be enrolled in the MSP.   

 

I am enrolled in the Medical Services Plan (MSP). However, my partner/spouse is not eligible for MSP because they are a Canadian Armed Forces (CAF) member. Can I still apply? 

Yes, if you are the applicant enrolled in MSP who will be undergoing the embryo transfer.  

While your partner/spouse’s status as a CAF member does not make you ineligible for the program, any IVF-related services they receive are not covered under the Publicly Funded IVF Program.

 

 If I had an earlier consultation at a different fertility clinic, can I use that date on my application?

No. The consultation date with the fertility clinic submitting your application is used to prioritize first-time applications. Consultation dates from other clinics cannot be used. 

 

Can I transfer my approved application and funding to a different fertility clinic?  

No. Funding approvals are non-transferable. If you decide to pursue publicly funded IVF treatment at a different clinic, you will need to withdraw your application and re-apply through your new clinic. You must continue to meet the program eligibility and income qualification requirements at the time that you re-apply to the program. 

 

I was approved for funding, however, my spousal/partner circumstances have changed. Is my application still valid?  

Eligibility for the Publicly Funded IVF Program applies to all applicants (intended parents). Funding amounts are determined by the combined pre-tax income (line 15000) of the applicant(s) Notice of Assessment or Notice of Re-assessment from the current tax year. As funding approvals are determined based on information from all intended parents, if your spousal or partner status has changed after your application has been approved your application is no longer valid. You will need to discuss your treatment plan with your fertility specialist and re-apply to the program. You must continue to meet the program eligibility criteria and income qualification requirements at the time that you re-apply to the program.

 

 

I have coverage for IVF treatment through private insurance. Am I still eligible for the publicly funded IVF program?

Yes. Applicants with private insurance for IVF treatment can combine their coverage with the funding provided through the Publicly Funded IVF Program. If your private insurance has requested documentation to confirm your eligibility and/or application status for the Publicly Funded IVF Program, please contact your fertility clinic for assistance.  

 

Am I required to pursue other fertility treatments and interventions before applying to the Publicly Funded IVF Program?

Yes. You are expected to complete any other fertility treatments or interventions recommended by your fertility specialist before an application may be submitted for the Publicly Funded IVF Program.

 

Will previous reproductive surgical procedures, such as tubal ligation or vasectomy, affect my eligibility?

No. A history of reproductive surgical procedures does not affect eligibility for the publicly funded IVF program.

 

If I previously underwent IVF treatment, am I still eligible for the Publicly Funded IVF Program?

Previous IVF treatment outside the publicly funded program in B.C. does not impact eligibility for the program. However, it is important to work with your fertility specialist on your treatment recommendation.

 

I have existing frozen embryos/eggs/sperm. Can these be used in combination with the public funding?

Yes. Your fertility specialist can help determine the most effective use of any existing genetic material in combination with the public funding.

 

My IVF treatment plan includes known donor eggs and/or known donor sperm. Can I still apply to the Publicly Funded IVF Program?

Yes. Using known donor eggs and/or known donor sperm does not make you ineligible for the Publicly Funded IVF Program.

However, non-IVF expenses related to using known donor eggs or known donor sperm – such as screening, counselling, legal fees - are not eligible for program funding.  

Additionally, costs associated with purchasing anonymous donor eggs and or donor sperm are not eligible for public funding. This includes costs paid up front for donor egg bank cycle plans or assured reimbursement plans. 

 

My IVF treatment plan includes a gestational surrogate. Can I still apply to the Publicly Funded IVF Program?

If a gestational surrogate is part of your IVF treatment pathway, the gestational surrogate must be at minimum enrolled in a Canadian Provincial/Territorial health plan to participate in a publicly funded IVF treatment cycle. However, funding may only be applied to eligible IVF treatment components provided to a gestational surrogate if they are enrolled in MSP. Any associated legal costs, or other costs outside of the eligible IVF services are ineligible for the program.

 

I am currently pregnant. Can I still apply? 

The Publicly Funded IVF Program is designed to support individuals and couples who need IVF treatment as part of their active path to parenthood. Since pregnancy indicates that treatment is not currently needed, those who are pregnant are not eligible to apply. 

 

Can I use program funding for IVF treatment outside of B.C.?

No. IVF treatment must be received at a participating B.C. clinic to be eligible for funding.

 

I have been approved for funding, and am currently receiving IVF treatment services at the participating B.C. fertility clinic associated with my application. Can I apply my funding to these services? 

Approved funding can be applied to eligible IVF treatment services received at the participating B.C. fertility clinic associated with your application after your application has been approved. Funding cannot be applied retroactively or used to reimburse costs for services received before the application approval date.
