Operators must register their operations if required to report greenhouse gas (GHG) emissions. The requirements are set out under the Greenhouse Gas Emission Reporting Regulation.

Operators with a requirement to report emissions must register for emission reporting. They must also register for the B.C. Output Based Pricing System (B.C. OBPS).
The process to register is outlined below.
A Business British Columbia Electronic Identification (BCeID) is required to register in BCIERS. This Business BCeID name must match the legal name of the operator being registered. Personal and Basic BCeIDs cannot be used to access BCIERS.

After you register in BCIERS, the Province may assign unique identifiers to the operation and its facilities. These may include a BCGHG ID and a BORO ID, if applicable.
If an operation emits less than 10,000 tonnes of carbon dioxide equivalent ( CO2e), it must make an emissions forecast. The forecast must show if their emissions could go over this limit in the reporting period. Operators must forecast their emissions by no later than February 28 of the reporting period.
If an operation forecasts emissions over 10,000 tonnes of CO2e n the reporting period, it must register as a Potential Reporting Operation in BCIERS by May 31.
If an operator first forecasts less than 10,000 tonnes of CO2e, it does not need to register during the reporting period. After February 28, the operator may determine emissions will reach 10,000 tonnes or more. In that case, it must register as a Potential Reporting Operation in BCIERS. Registration must occur within 90 days of that determination date.
Carbon dioxide produced from biomass listed in Item 1 of Schedule C of the Greenhouse Gas Emission Reporting Regulation must be reported. However, these emissions are not counted when checking forecasted emissions. The are excluded from the 10,000 tonnes of CO2e threshold.
Operations that are designated as opted-in do not need to forecast their emissions.
