About the Employee Engagement Survey

BC Stats offers the Employee Engagement Survey to help public sector organizations understand how employees are feeling and strengthen engagement. This can support:

  • Strategic planning on topics such as the employee experience or equity goals 
  • Understanding how an organization compares to others in the same sector 
  • Making decisions about programs and policies to support the workplace 
  • Improving recruitment and retention 

BC Stats delivers these surveys in a way that allows for meaningful comparisons against other organizations in the same sector. 

This survey is based on the Work Environment Survey for the BC Public Service and is adapted for organizations in the broader public sector.

How to request an Employee Engagement Survey

The Employee Engagement Survey is available to organizations in the broader public sector that are listed in the Corporate Supply Arrangement.

The Employee Engagement Survey is currently fielded twice a year (Spring and Fall). We accept survey requests up to three months before the deadline.

Upcoming deadlines:

  • Fall 2025: Submit an intake request by June 30, 2025
  • Spring 2026: Submit an intake request by December 31, 2025

Survey questions

There are many aspects of the workplace that can affect employee engagement. This survey covers many of these topics, including:

  • Day-to-day work
  • Co-workers
  • Supervisors
  • Leadership

The Employee Engagement Survey also includes a voluntary section that asks demographic questions. This information is an important part of understanding employee experiences.

Survey topics and questions come from current research done by others, research done by BC Stats, and feedback from employees and ministry human resource teams. Each sector is unique, so survey versions are adapted to those needs. BC Stats will continue to adapt these surveys over time to better reflect the different needs of each sector. More information is available about how the survey data is analyzed, such as how scores are calculated and the underlying statistical model that is used.

BC Stats also develops guides, research and other materials to help people understand what the results mean and how different aspects of engagement are related to each other.

Confidentiality and collection notice

All the information gathered in the Employee Engagement Surveys is protected under the Statistics Act and is kept confidential. Employees are given a unique ID code that lets BC Stats connect survey responses with other information, such as ministry / organization and work unit. Before the results are published, responses are combined and all potentially identifying information is removed so individuals cannot be identified.

BC Stats protects confidentiality by:

  • Combining responses (i.e., aggregation) so that individuals cannot be identified. 
  • Only providing reports if group sizes are large enough. The smallest possible group size is 20 employees, with at least half responding to the survey. 
  • Removing identifying information from open-ended comments. 
  • Protecting against risks like unauthorized access, collection, use, disclosure or disposal, as required under Section 30 of the Freedom of Information and Protection of Privacy Act (FOIPPA). 

Collection Notice: BC Stats conducts the Employee Engagement Survey under Section 26 of the Freedom of Information and Protection of Privacy Act (FOIPPA). Information is collected and kept confidential in accordance with the Statistics Act for statistical and research purposes.
