The Ministry of Transportation and Transit is reviewing passenger directed vehicle legislation and regulation in British Columbia to make improvements.

Broad consultation has concluded and the feedback received has been reviewed as part of policy development. We thank all respondents for providing valuable insight.

The Ministry will send targeted invites to the sector for the next round of engagement in 2026.

Background 

In 2019, B.C. put a regulatory framework in place to enable ride hailing in the province.

In 2023/24, a parliamentary committee, the Special Committee to Review Passenger Directed Vehicles, reviewed the framework and made recommendations related to topics such as vehicle supply, safety, employment, environmental impacts, and service to rural and remote communities.

Informed by the recommendations of the Special Committee, the Ministry of Transportation and Transit is undertaking a review of the current legislation and regulations, with a view to making targeted improvements to optimize the way it functions for industry and passengers.

To support this review, the Ministry developed a multi‑phase engagement. Earlier phases of engagement helped confirm key issues and gather feedback on potential regulatory and legislative changes. Work is ongoing through 2026 as the Ministry prepares for further targeted engagement to inform final decisions on potential legislative and regulatory amendments

  2. Promote equity in the regulatory environment between taxi and ride-hail   
  3. Improve accessibility  
  4. Support evidence-based decision making through improving data   
  5. Reduce regulatory overlap and burden  
  6. Increase accountability by enhancing compliance and enforcement  
  7. Align sector with provincial climate goals
