Transitioning Legacy Contracts Signed July 1, 2026 Onward

The Service Provider will use the  Legacy Transition-In Plan and Milestone Tracker for 12 month agreements V4 which reflects changes that align with a 12-month contract term and updated legacy transition-in obligations This continues to support Service Providers to demonstrate a clear, measurable action plan to progressively align with SHSS requirements and the updated cost structure while maintaining focused discussions on key aspects critical to the care and support of vulnerable children and youth, emphasize SHSS service delivery model benefits, strengthen oversight and care quality..

Transitioning Legacy Contracts Signed between March 15, 2025 and June 30, 2026

The SHSS Legacy Transition-In period allows newly transitioned SHSS Service Providers to efficiently plan and deliver services, according to the SHSS service delivery model, staffing model, and Operational Cost Structure. 

The Service Provider will use the SHSS Legacy Agreement Transition-In Plan and Milestone Tracker to outline the details of their plan and to document milestone progress. The SHSS Legacy Agreement Transition-In Plan and Milestone Tracker is a working document that is completed by the Service Provider and overseen by the Director. The plan is shared back and forth with the Resource Worker at 30-day, 60-day, and then at 90-day intervals documenting the achievement of milestones throughout the Transition-In period.

Net New Contracts

Net New Contracts are contracts for new SHSS services and are awarded through the Call for Response process outlined on BC Bid.

Net New Contracts have a Transition-In period of up to 90 days. This allows time to ensure that new SHSS Service Providers can arrange their operations and prepare their facilities to perform SHSS Services at a new Care Setting.

Once the period is successfully completed, the SHSS Service Provider is available to receive placements and is responsible for the delivery of SHSS Services as per the Service Agreement.

Requesting Additional Supports

In addition to the day-to-day care and supervision children and youth receive at an SHSS, they often require additional support to meet their needs and achieve their goals. This additional support can come from “supplemental supports” or “one-time-only supports”, which include services such as clinical therapies and interventions of a wide variety, extra staffing, cultural connections and activities, and peer support, which are provided by a range of professionals. A one-time-only request can be made for services, equipment, repairs/renovations, resources, etc. for an individual child/youth or for the Care Setting.

Obligation Management

Obligations management is the process of ensuring that all parties involved in a contract meet their obligations in a timely and effective manner.  This  is a crucial aspect of ensuring successful business relationships and service delivery. It involves tracking and fulfilling the commitments outlined in contracts between the parties.

Key steps in the process include the following:

  • Identification of Obligations: The first step in contract obligations management is carefully reviewing and identifying all the obligations specified in the contract. These may include deliverables, timelines, performance metrics, payment terms, and other responsibilities of each party involved.
  • Monitoring and Compliance: Once the obligations are identified, the next stage involves closely monitoring the progress and compliance of each party. This entails tracking milestones, deadlines, and ensuring that all parties are meeting their respective obligations as per the agreed-upon terms.
  • Issue Resolution and Reporting: Contract obligations management also includes resolving any issues or disputes that may arise during the contract's duration in accordance with the terms of the agreement. Effective communication and collaboration between parties are essential to address concerns promptly. Additionally, regular reporting and documentation of compliance status help maintain transparency and accountability throughout the contract lifecycle.
