Public sector Climate Change Accountability Reports

The public sector Climate Change Accountability Reports (CCARs) are annual reports that all provincial public sector organizations (PSOs) must publicly post to be carbon neutral, as legislated under the Climate Change Accountability Act.

CCAR reporting provides a record of each PSO’s greenhouse gas (GHG) emissions, offset purchases and reduction plans and actions. The CCARs offer a valuable idea bank for organizations seeking to reduce their own energy use and carbon footprint.

2024 highlights

PSOs reported 770,239 tonnes of total GHG emissions from their operations. This total is comprised of:

  • 751,421 tonnes of consumption1 GHG emissions, which is a 10 percent reduction from the baseline
  • 18,816 tonnes of fugitive GHG emissions from unintentional leaks of gases such as hydrofluorocarbon (HFC) refrigerants

Some PSOs are transitioning from fossil fuels to biogenic sources to help address their carbon footprint:

  • 99,252 tonnes of GHG emissions came from biogenic sources, which include renewable material such as wood waste and renewable natural gas
  • The balance of 670,987 tonnes of GHG emissions came from non-biogenic sources, which is a 19 percent reduction from the baseline

Over the past 15 years, public sector emissions from fossil fuel consumption in buildings and fleet vehicles decreased by 21 percent, broken down as:

  • A 23 percent drop in building fossil fuel emissions
  • An 11 percent reduction in fleet fossil fuel emissions, largely attributed to BC Transit beginning to transition to renewable natural gas

1Consumption emissions refer to the GHG emissions from consumption of energy, paper, etc. They exclude fugitive emissions, which are GHG emissions that result from unintentional releases (leaks) of gases such as refrigerants from equipment. At the outset of the program, the most common refrigerant gases used in equipment were not in scope.

The table summarizes the emissions reported by PSOs over the 2024 calendar year and compares them with the 2010 baseline. Emissions are expressed in tonnes of carbon dioxide equivalent (tCO2e).

Additional notes:

  • A total of 607,619 offsets were retired for the 2024 Carbon Neutral Government commitment. This includes 609,688 offsets required to address 2024 emissions and an adjustment of -2,069 offsets to reflect adjustments to prior year reported emissions years
  • Due to rounding, numbers presented above may not add up to precisely to the totals reported
