The B.C. Industrial Emissions Reporting System (BCIERS) is used for reporting under the Greenhouse Gas Industrial Reporting and Control Act (GGIRCA) and the B.C. Output-Based Pricing System (OBPS). This system enables operators to submit annual reports online.

When required, operators of reporting operations must submit annual emission reports and verification statements. These submissions are due by May 31 of each year for the previous reporting year.
Operators of regulated operations in the B.C. OBPS must submit annual emission and compliance reports along with verification statements. These submissions are due by May 31 of each year. BCIERS integrates emission reporting and compliance reporting into a single submission.
If emissions exceed the compliance threshold, operators of regulated operations must submit a Compliance Obligation Report by November 30. They must provide a detailed account of how the compliance obligation for the reporting period has been satisfied.

The GGIRCA Compliance and Enforcement Policy and Procedure (PDF, 150.1KB) supports the Province in implementing and achieving compliance with the GGIRCA and its regulations. An updated version of this document will be released soon.
The GGIRCA is also closely related to the Compliance Management Framework (PDF, 1.3MB). These documents establish a transparent and structured approach for both regulators and industry to achieve compliance with the Act.
