The Ministry of Transportation and Infrastructure and cross-ministry partners have developed an integrated planning approach to better align transportation and land use planning in British Columbia called PlanningTogetherBC.

What is integrated planning?

Integrated planning is a collaborative, systems-based approach that combines transportation and land use planning to achieve multiple benefits, including:
  • Affordability 
  • Emissions reductions 
  • The creation of healthy, equitable and resilient communities

Focused investments

This initiative uses focused investments across all modes of transportation to support the creation of more complete communities—it looks at the built environment as a complementary system that proactively:

  • Shapes growth
  • Improves access
  • Generates economic prosperity

Enhanced planning processes

By enhancing current planning processes, this approach will help focus government policy and enhance coordination with local governments and First Nations on economic development and land-use planning initiatives to ensure:

  • The benefits of investments are shared for multiple purposes by a wider cross-section of society
  • Communities are healthier, more resilient and can better adapt to climate change
  • Vehicle travel is reduced system-wide with better transit and active transportation options
  • Communities are more complete and connected; making life better, safer and more affordable
  • People are seamlessly connected to jobs, and goods to markets

Goals

The following goals underpin the approach, with equity, diversity and inclusion, and reconciliation acting as central strategic lenses to guide all work:

Resilience and climate action

Where we are today

The Province is updating its internal decision-making frameworks, project evaluation and review processes to meet these goals. We are also developing resources which will outline best practices for applying an integrated planning approach across all levels of government, First Nations, and partner agencies.
