Construction Site

Site demolition started in summer 2025 and was completed in December 2025. Construction on the new wharf and terminal started in December 2025.  

 

Construction Information

Construction hours of work:

  • Monday to Friday between 7 am and 7 pm.
  • Saturday between 10 am and 7 pm.

Current Work

Piling

Piling work began in December 2025 and is expected to be completed in 2027. This phase of work involves the installation of foundation piles, which are essential for the new terminal building and wharf structure. There will be a total of over 320 piles required for this project. All work will be performed within the site perimeter.

 Expected Impacts:

  • Elevated noise, vibration, and construction activity during piling work.

Mitigations Measures:

  • Noise Monitoring
    • Continuous noise monitoring at key locations to ensure compliance with permissible limits.
  • Perimeter Noise Barriers
    • Installation of noise barriers along the south and east site perimeter fencing to reduce sound transmission to surrounding areas.
  • Regular maintenance of piling equipment to minimize unnecessary noise from machinery.
  • Vibration Monitoring
    • Continuous vibration monitoring on site and at surrounding locations to ensure work stays within safe limits.

Completed Work

  • Pre-construction and condition surveys.
  • Safety perimeter fencing installation including fencing panels designed to recognize the traditional territories of the lÉ™k Ì“ ʷəŋən (Lekwungen) Peoples and to educate and inform the public about the cultural and historical significance of the area to Esquimalt and Songhees Nations.
  • Site entrance was widened to support future construction activities and a safe pedestrian crossing from Laurel Point pathway to the south side of Belleville Street.
  • Major utility disconnections.
  • Demolition activity including removal of the previous Clipper wharf, previous Clipper terminal and previous US Customs and Border Protection office building.
  • As is standard practice, cultural and archaeological monitors from local First Nations were on-site to ensure Indigenous cultural heritage was respected and protected. No new archaeological sites were found.
  • Equipment installed onsite and adjacent properties for monitoring vibration and noise levels.
