Petrinex reporting error messages resulting in penalties

VME errors

The following table relates to volumetric (VME) balancing and missing data error codes and fees.

VME0001 Facility is missing Facility has a facility operational status of Active for the current production month and a volumetric submission has not been made. $500 per facility Recurring
VME0002 Amendment is missing for prior month

The operator of the facility that you delivered to has amended the disposition volume (and/or energy) at your facility, and you have not accepted the change.

Pending (REC, DISP or PURDISP).

VME0003 Amendment is missing for prior month The operator of the facility amends the closing inventory/load fluid closing inventory for a prior month. This will results in a change to the next month's opening inventory/load fluid opening inventory, and you have not accepted the change. (INVOP, LDINVOP or STINVOP) $500 per facility Recurring
VME0004 Facility is missing for prior month A retroactive change to the facility has changed the facility operational status to Active and you have not submitted volumetric data for the production months that the facility is now active. $500 per facility Recurring
VME0005 Well is missing for current production month

Well has an active well status for the current production month and must submit a volumetric submission. The following situations may occur:

  • If a well is linked to one facility for the entire month, it must be reported at that facility
  • If a well is transferred to another facility, it must be reported at both facilities

VME0006 Well is missing for prior production month A retroactive well status change has changed the well to an Active well status and you have not submitted volumetric data for the production months that the well is now active. $100 per well Recurring
VME0009 Well is missing for prior production month A facility amendment has been received that did not include all the wells previously reported. The missing well has not been reported at a new facility for the production month, or the well status has not been changed to an Inactive well status for the production month. $100 per well Recurring
VME0011 Total fractioned yield for spec products is more than available mix products The total fractioned spec product (%) is more than the total opening inventory for all mix products. The total fractionated spec product reported at the facility cannot be greater than the total mix product available. The available mix product is the total mix opening inventory plus the total receipts of mix product. $100 per facility Recurring
VME0012 Pending DISP created at a suspended facility Petrinex has calculated that a processed spec product is negative. $100 per facility Recurring
VME0013 Activity PROC volume cannot be negative for Mix Product Group Petrinex has calculated that the sum of all mix products processed at the facility is negative. $100 per facility Recurring
VME0016 Metering difference is over the acceptable tolerance

Petrinex has calculated a metering difference percentage that is subject to a non-compliance fee. This message is issued:

  • When the percentage is greater than or equal to 10% and less than 100% and the volume difference is greater than 10.0 103 m3; or
  • When the difference is greater than or equal to 100%

VME0017 Metering difference is other than 0.0 Petrinex has calculated a metering difference at meter station. Meter stations cannot have a metering difference. $100 per facility Recurring
VME0018 Imbalance is other than 0.0 Petrinex has calculated an imbalance indicating a product at the facility is out of balance. $100 per facility (this will also generate a deemed royalty) Recurring
VME0027 Pending DISP created at a suspended facility Suspended facility with a pending submission. Waste Plant operator reports a Receipt from a suspended facility (non-waste plant). $500 per facility Recurring
VME0029 Facility is missing Cross-border activity has failed and a submission is required. Operator has requested a cross-border activity. This has failed in the other jurisdiction, and now requires the operator to re-submit to correct their submission. $500 per facility Recurring

WPE errors

The following tables relates to waste plant (WPE) balancing and missing data errors and fees.

WPE0002 Amendment is missing for a prior month (from/to) The operator of the facility that you delivered to/received from has amended the disposition/receipt volume at your facility, and you have not accepted the change (pending DISP/REC). $500 per facility Recurring
WPE0003 Amendment is missing for a prior month (activity) The operator of the facility amends the closing inventory for a prior month. This resulted in a change to the next month's opening inventory, and you not accepted the change (pending INVOP). $500 per facility Recurring
WPE0004 Imbalance is other than 0.0 The facility is out of balance (the balance is not 0.0) for oil product group. $100 per facility (this will also generate a deemed royalty) Recurring
WPE0005 Inventory adjustment exceeds tolerance The facility has an inventory adjustment (INVADJ) for oil product group which is greater than 10% of the total receipts (REC) for the same product group. $100 per facility Recurring
WPE0010 Imbalance is other than 0.0 The facility is out of balance (the balance is not 0.0) for gas product group. $100 per facility Recurring
WPE0011 Facility is missing for prior month A submission is required when a facility status is changed from inactive to active for previous production months. $500 per facility Recurring
WPE0012 Pending DISP created at a suspended facility Receipt from a suspended waste plant facility. $500 per facility Recurring
WPE0013 Facility is missing When a cross-border activity fails validation in the other jurisdiction, a submission is required. $500 per facility Recurring

PLS errors

The following table relate to pipeline splits (PLS) compliance and balancing errors and fees.

Cascade split (receiving facility is not the same as the CTP facility) is missing parent split. (Downstream facility does not report receipt.)

PLS097 The pipeline split imbalance volume [nn.n] does not equal zero. If this imbalance is not corrected by the pipeline split deadline, this split data will not be included in the pipeline split records.

Incomplete split.

Volume requiring split does not match the sum of the volumes split to owners.

The following table relates to warnings, OAF errors and incomplete SAF for marketable gas and natural gas by-product allocations.

Petrinex does not prevent these errors.

ENC008 is issued only when there is no corresponding allocation remaining for the reporting facility:

  • Cascaded allocation: When an allocation is deleted and there are no responding allocation remaining, the ENC008 error message is displayed along with the ENC002 Missing SAF (Cascade)
  • Parent allocation: When the allocation is deleted and there is no allocation for the facility, the ENC008 message is issued.
ENC010 Stream [value] creates a circular reference Error: Deemed royalty N/A
ENC013 Invalid RTP (royalty/taxpayer) ID [value] Error: Deemed royalty Petrinex does not prevent these errors.
ENC014 RTP (royalty/taxpayer) ID (0) does not have the role of working interest owner for this production month Error: Deemed royalty

N/A

Note: There are other ENC errors that are warning messages and do not generate a deemed royalty, including ENC 005, 006, 007, 011, 012. 

The following table relates to incomplete or missing data for oil and condensate volumetrics.
