Rationale:

The greater Teslin Lake area is one of few remaining accessible general open season moose hunting areas in northern Skeena and has seen changes in hunter effort following the implementation of northern moose LEH zones in 2024. The area is characterized by limited access points that most hunters use, leading to crowding.

The proposed LEH zones overlap the greater Teslin Lake area - including Hall Lake, Teslin Lake, Swift River, Swan Lake, and the B.C. portion of the Alaska Highway. Approximately 32% of Teslin population management unit moose harvest from 2019 to 2023 occurred within the proposed limited entry hunting zones, which represent 21% of the total population management unit area. Over the same period, average number of moose harvested in the proposed zones was higher, at 9.78 moose/1000 km2, compared to 5.44 moose/1000 km2 in the rest of the population management unit.

Although moose numbers appear to be stable overall at the population MU level, aerial population survey data is limited, with only two surveys completed 20 years apart (2020 and 2000). Population data is not available for moose in the local area.

The proposed regulation change aims to improve the hunting experience and enjoyment of the land by reducing crowding and conflicts in the proposed limited entry hunting zones. It would also help reduce harvest pressure in small, highly accessible areas. Three seasons have been proposed to offer a variety of hunting opportunities in the greater Teslin Lake area.
