Rationale:

The range of authorizations (RoA) for a LEH hunt is the minimum and maximum number of LEH authorizations that the director of the Wildlife and Ecosystems Branch may issue. The majority of moose LEH hunts in the Skeena region have a RoA with a minimum value of 1. LEH hunts in MUs 6-08 and 6-09 each have minimum RoAs of 25 and 50, respectively. These high minimum number of authorizations level limits the director’s ability to dynamically manage resident moose harvest in accordance with sustainability objectives. Despite moose population declines in these two MUs, hunter success has either remained high or increased, leading to a situation where optimal allocation of future LEH authorizations may be limited by these elevated RoA minimums. Lowering the minimum RoA will allow the regional manager to recommend moose LEH authorizations in 6-08 and 6-09 to the director in a way that is responsive to both moose population dynamics and resident hunter success rates.
