a) an ATV weighing less than 750 kg or an electric bicycle
b) during the period of November 1 to April 15, a person may use or operate a snowmobile weighing less than 500 kg
Rationale:
Access into some parts of the Muskwa Kechika Management area (MKMA) is available through two routes through the Klingzut Mountain Motor vehicle Prohibition area (KMMVP). The access within the MKMA allows for snowmobiles less than 500 kgs. However, the specific wording for the KMMVP only allows for the use of ATVs weighing less than 750 kgs, as well as electric bicycles on these trails.
Within the Muskwa Kechika Management Area regulations, the use of snowmobiles less than 500 kgs from November 1 to April 15 is permitted. Because these two trails within the KMMVP connect to the areas of the MKMA where snowmobiles are permitted, allowing snowmobiles through these two trails would allow for the legal access into the MKMA and aligns these regulations to avoid confusion and non-compliance.
A regulation change is required at this time to ensure these regulations are aligned as those operating snowmobiles on the trail in the KMMVP are committing an offence while attempting to access the MKMA.
