Require evidence of sex to be naturally attached - cougar

Current regulation:

Requirement for Compulsory Inspection - Cougar :

  • The skull and the hide bearing 
  • For males, a testicle or part of the penis, or  
  • For females, a portion of the teats or mammary gland 

Proposed regulation:

Require evidence of sex be naturally attached for both transport and compulsory inspection of cougar.

Rationale:

It is a requirement that hunters submit evidence of sex when submitting a cougar for compulsory inspection, however there is no current requirement that the evidence of sex be naturally attached to the carcass (which is the case for other species subject to compulsory inspection).  

Changing the requirement for sex to be naturally attached can support compliance and enforcement.
