RESULTS Application
To request access to RESULTS and the Electronic Framework Submission (ESF):

Please be aware that you must have the appropriate training, and must complete the self-administered online Test before you are given long-term (2-year) access to the RESULTS Application. You can get TEMPORARY access (1 month) if you do not yet have the appropriate training and/or have not completed the Self-Administered test.

NOTE: YOU MUST CREATE A SEPARATE USER ID to take this test - simply follow the on-screen prompts.
Send a reply to RESULTSAccess@gov.bc.ca once you have completed the test saying you have passed and include the user ID you created.
Training/testing is not required for VIEW Only access.

The Reporting Silviculture Updates and Land Status Tracking System (RESULTS) application tracks silviculture information by managing the submission of openings, disturbances, silviculture activities and obligation declarations as required by the Forest and Range Practices Act.
Under RESULTS, data is submitted using an Electronic Submission Framework (ESF) that is linked to associated spatial information, ensuring consistency in geographic information. All data (including spatial data) is replicated in the B.C. Geographic Data Warehouse and can be viewed in RESULTS using Google Map View. The Data Distribution Service allows users to order data for download from the warehouse.
Information is accessible to users at all times, either online or through various reports.
Application access
For Government and B.C. Timber Sales users

The Ministry of Forests, Lands and Natural Resource Operations (FLNRO) non-headquarters users are subject to the following rules:
- The organization unit (for example, DCR) field defaults to the user's organization (for example, district)
- Users can view information for other government organization units and licensee information
- Users can only alter information for those organization units to which they have been authorized access
- Users with a security level of RESULTS_VIEW_ONLY can only view information. (IDIR users automatically receive RESULTS_VIEW_ONLY access)
- IDIR users who receive "Update", "Declaration" or "Approver" access automatically receive access to the Jasper Corporate Reporting System (JCRS) and Map View
FLNRO headquarters users are subject to the following rules:
- The organization unit field defaults to the user's headquarters organization
- Users can view information for other Ministry organization units and licensee information
- Users can alter any ministry information (that is, users who have been assigned headquarters units can alter data for all districts within the province) provided they have a security level of RESULTS_UPDATE, RESULTS_DECLARATION, or RESULTS_APPROVAL
- Users with a security level of RESULTS_VIEW_ONLY can only view information. (IDIR users automatically receive RESULTS_VIEW_ONLY access)
- IDIR users who receive "Update", "Declaration" or "Approver" access automatically receive access to the Jasper Corporate Reporting System (JCRS) and MapView

This user class includes major licensees, woodlot licensees, community forest agreement holders, pulpwood agreement holders and contractors preparing submissions for government funded projects.
Private sector clients who request access to RESULTS must have a BCeID.

Private sector users are subject to the following rules:
- The client field cannot be altered once set (that is, display only)
- Private sector users can only see the information of the client on whose behalf they are working except for a number of opening categories that are government responsibility such as 'pre-87'; "backlog" for the purpose of managing government-funded projects
- The client location field defaults to the location to which the logged-on user is associated, but can be changed to other valid location values within the client number

This role is for users who require all the previous roles and must declare (or undeclare their own) milestone obligations met. Where a declaration is submitted by a user who is not a registered professional forester (RPB), professional assessments and documents that support the declaration, signed by the RPF who is professionally responsible and accountable for the assessments, are retained in the licensee opening file. The name of the responsible RPF is entered into the declaration comment field (for government funded projects). |
For all users
User ID
IDIR and Business BCeID accounts must be in place before RESULTS access can be requested. IDIR accounts are requested through the systems access approver of the organizational unit (BCTS, district, regional or headquarters) for whom the employee or contractor processes RESULTS data.
Non-transferable
RESULTS access is non-transferable. Each user must operate under a unique IDIR or BCeID account. Users who share user IDs to process RESULTS data will have their IDIR or BCeID accounts removed from the RESULTS application. Requests for access to RESULTS cannot be made on behalf of someone, the applicant must be logged on and submit the request using their own ID.
Authorization
Users must be authorized by the appropriate organization official prior to being granted access to RESULTS. The organization official will be held partly accountable for the activity of users who are authorized access to the RESULTS application.
IDIR users who request authorization for access levels that are not "Approval" or "Preview" must be authorized by operations managers in charge of the organizational units (government natural resource district or BCTS offices).
IDIR users who request "Approval" and "Preview" access must be authorized by district managers in charge of the district offices.
Business BCeID users must be authorized by their client signatories (woodlot owners, CEO, president, operations managers) who are authorized by the company to commit the company to legal reforestation obligations.
Users preparing submissions for government-funded projects that span multiple districts or BCTS units must be authorized by operations managers in charge of each of the organizational units (district or BCTS offices). Before applying for RESULTS access, applicants should contact the RESULTS coordinators of each district to determine the names and email addresses of the operations managers in charge of authorizing RESULTS access in each of those organizational units (generally the operations managers in charge of the departments in which the RESULTS coordinators serve). RESULTS access is requested separately for each organizational unit.
Expiration date
RESULTS_ViewOnly access will have an expiration date of "Never", and has no training requirements. All other levels of access will expire as follows:
If the applicant has completed appropriate RESULTS training access will be set to expire two years from the date that it is assigned.
If the applicant has not completed the appropriate RESULTS training access will be assigned for 1 month. Once the applicable training modules have been completed, notify RESULTSAccess@gov.bc.ca and the expiration date will be set to expire two years from that date.
If the applicant is working under contract with the government, access will be assigned for the duration of the contract.
Renewal
When RESULTS access expires, the re-application process will include an automated skill testing procedure (an online questionnaire) to ensure that all users maintain current and up-to-date knowledge of how to effectively use RESULTS. The RESULTS application has continuous system upgrades due to new and emerging legislation, so we need to ensure users are proficient and competent - this ensures data integrity is maintained over time.
Termination
RESULTS access can be terminated at any time by sending an email notification to the access grantor requesting that access be removed.
User training
Users must complete RESULTS training. Applicants will be granted access to RESULTS after completion of RESULTS training or by demonstrating competency through online testing.
The particular modules that each user must complete depends on their specific job function. For example, users with 'update' or 'declaration' access may or may not submit stocking standards. If they do, then they should complete the Stocking Standards Module. Each user should read the descriptions of the training modules to determine which ones cover topic areas in the users’ job functions with respect to RESULTS usage.
Training programs are subject to revision. Applicants who request access during periods where training is not scheduled should contact RESULTSAccess@gov.bc.ca for information on government procedures for demonstrating competency prior to being granted access.

User audits
Government monitors user activity. Users who do not process RESULTS data in accordance with legislated requirements and RESULTS submission procedures are subject to having their access revoked, and in some cases, regulatory penalties may be applied against the companies on whose behalf the submissions are made.
Confidentiality agreements
Contractors and licensee users who process RESULTS data through IDIR accounts are required to complete confidentiality agreements. User activity is subject to government monitoring for compliance with the terms of the confidentiality agreements.

This role is for users who require all the previous roles and approve and/or reject amendments, stocking standards proposals, FRPA 108 applications, and amalgamations; and/or who remove or delete openings, or undeclare milestone declarations. This role is restricted to FLNRO staff who have been designated by the district manager to conduct matters that are the responsibility of the District Manager (for example., amendment approvals, stocking standards approvals, etc.) under the Forest and Range Practices Act and its associated regulations, and the former Forest Practices Code of British Columbia Act and its associated regulations. Any misuse of this role may result in legal ramifications to the district manager. Registered Professional Forester recommended. |
Preview |
This role allows users, as delegated by the district manager, to "Not Approve" or "Pre-Approve" items in the Inbox. It is intended to assist the District Manager in delegating work related to reviewing items in the InBox awaiting approval. This stand-alone authority can be granted to users with VIEW authority or higher, but is recommended for users with DECLARATION authority. This authority level requires authorization by the District Manager. Registered Professional Forester recommended. |
Projects |
This role allows users access to three screens: R520 – Project Search, R525 – Maintain Projects, and R521 – (Opening) Projects. This stand-alone authority can be granted to users with VIEW authority or higher, and is intended to supplement the user’s normal access level for users who manage silviculture projects. |
