West Central Vancouver Island Forest Landscape Planning Project

Last updated on October 15, 2025

Forest landscape planning (FLP) is the process of establishing clear outcomes and direction for the management of forest resource values over a defined area. As FLPs are completed, they will replace the current Forest Stewardship Plans (FSP) as part of changes to British Columbia’s forest management approach.

This new forest planning approach will enable a consolidated approach to forest planning and management at the landscape-level (e.g. timber supply area, tree farm licence or large area-based forest tenure) and facilitate collaboration between government, First Nations and licensees, with input from local communities, interest groups, and the public.

West Central Vancouver Island Forest Landscape Plan (WCVI FLP)

The West Central Vancouver Island (WCVI) Forest Landscape Plan is being developed government-to-government (G2G) with Mowachaht/Muchalaht First Nation (MMFN), Ka:yu:’k’t’h’/ Che:k’tles7et’h’ First Nations (KCFN), and Ehattesaht Chinehkint First Nation (ECFN). Each Nation is working with the Province to develop a plan for their respective territory and landscapes. The project planning is in an early stage. There are opportunities for the industry, local government and the public to review and provide input at key milestones.

Once the design work and consultation with stakeholders and local communities is complete, the three respective territorial and landscape-level plans will proceed to First Nations-Province endorsement. If approved, the plans will become part of the overall West Central Vancouver Island Forest Landscape Plan established by the Chief Forester. The Province and First Nations will manage FLP implementation and monitoring at the territorial and landscape level through their respective governments.

Project area

The WCVI FLP contains approximately 593,941 hectares of land from Brooks Peninsula south to Escalante Point, and east to the boundary of Strathcona Provincial Park. The FLP area includes the territories of the Mowachaht/Muchalaht First Nation (MMFN), Ka:yu:’k’t’h’/ Che:k’tles7et’h’ First Nations (KCFN), and Ehattesaht Chinehkint First Nation (ECFN).

More details on the WCVI FLP can be found on the West Central Vancouver Island FLP Planning in Partnership webpage.

Phase 2 public engagement

The West Central Vancouver Island Forest Landscape Planning Project is in Phase 2 of the 5-phase process for developing a FLP. This phase focuses on “values identification and assessment” for FLP. This involves learning the values local communities place on forest ecosystems to inform future forest management approaches.

First Nations are working collaboratively with the Ministry of Forests and proposed values have been summarized in a Common Vision Intentions Paper (CVIP). The CVIP provides a summary of the unified vision and direction of the WCVI FLP, which will guide the subsequent FLP planning process.

From October 15 to December 15 the planning team will be engaging with the public, local governments and stakeholders to gather feedback, answer questions and address any concerns.
