With reference to your letter of June 23, 1983, which was held pending possible Code changes.

The plastic flange in question facilitates the connection of a closet to the drain pipe. The Board considers that this, for the purpose of the Building Code, should be regarded as forming part of the closet rather than the piping system.

Under the circumstances, the restriction in Sentence 3.1.7.2.(2) on the use of combustible piping would not apply to this type of floor flange.
