Thank you for your letter of December 18, 1989, requesting reconsideration of our decision under Appeal No. 1106.

We have carefully reviewed the material accompanying your referenced letter, and reached the conclusion that it does not vary the principle reached in our earlier decision, which was intended to give a practical interpretation of a rather confusing Code provision. Under the circumstances, therefore, we must reaffirm our decision under Appeal No. 1106 of December 12, 1989.
