With reference to your letter of January 26, 1989 regarding exterior stairs to a house. The point at dispute relates to what you refer to as "fan" type stairs, categorized as "winders" in the Building Code.

Sentence 3.3.1.15.(9) only permit winders if they are located within a dwelling unit. Under the circumstances we must agree with the building official on their rejection, the actual location within a flight of stairs does not affect the issue.
