Accessing the BC Carbon Registry

The BC Carbon Registry (BCCR) enables the issuance, transfer and retirement of compliance units, including offset units and earned credits. Compliance units can be used in the B.C. Output-Based Pricing System (B.C. OBPS), in voluntary markets, and by Government of B.C. to satisfy public sector carbon neutral commitments.

BC Carbon Registry account types

All registry users must apply for an account on the BCCR before submitting documents for review and acceptance or transacting units.

Regulated operations

Operators of regulated operations under the B.C. OBPS may use compliance units to satisfy their compliance obligation.

Regulated operations may use two types of accounts on the BCCR:

  • Operator Holding Accounts - hold and transact offset units and earned credits. The Province issues earned credits, when eligible, to an operator's holding account
  • Compliance Accounts - are sub-accounts to an operator's holding account that are tied to a specific regulated operation. Operators can transfer offset units and earned credits into their compliance account to meet a B.C. OBPS obligation. Note: this functionality will not be available or visible to the operators of regulated operations on the BCCR until the B.C. Industrial Reporting Emissions System Compliance Module is in production in fall 2025

Third party buyers and sellers

General participants may use offset units or earned credits for voluntary purposes. Third party buyers and sellers may hold general participant accounts.

Applying for your BC Carbon Registry account

The BCCR account application process includes the following steps:

  1. Confirm eligibility to apply for an account on the BCCR – either a regulated operation, an emission offset project proponent, a general participant, or a validator or verifier of emission offset projects
  2. Complete the online BC Carbon Registry Application, including reviewing and accepting the BC Carbon Registry Terms and Conditions (PDF, 294KB)
  3. BC Carbon Registry Service Provider will confirm receipt of the application. The email will come from: notification.donotrespond@spglobal.com. They may request additional information depending on the application type
  4. When the application is complete, the Province's BC Carbon Registry Administrator will review it to ensure consistency with section 7 of the BC Carbon Registry Regulation
  5. The BC Carbon Registry Administrator will email an account approval to applicants. The email will come from: notification.donotrespond@spglobal.com. It will include login details and assistance with using the BCCR
