
The Ministry of Transportation and Transit has developed an integrated, multi-modal transportation plan for the South Mission area to guide recommendations for developing a safer, more efficient, and reliable multi-modal transportation network in the region. This study demonstrates Integrated Transportation Planning by coordinating land use and transportation planning to support the movement of people and goods while informing future land use decisions for the area.
Through a collaborative process, the study aims to balance the goals and aspirations of regional partners to support land use development while ensuring that the transportation network remains safe, efficient and reliable for all users.
The outcomes of this plan have been informed by previous planning work developed by local governments and transits agencies that service the area, this includes:
The South Mission Integrated Planning Study was developed through a collaborative process involving local governments, First Nations, transit agencies, public agencies, and community partners. A Technical Advisory Committee and an internal ministry team provided expert guidance throughout the project. Community input was essential. Targeted engagement with residents and local organizations ensured the plan reflects real experiences and transportation needs.
The study also prioritized meaningful engagement with Leq’á:mel, Màthexwi, and Semá:th First Nations. Discussions focused on community values, cultural connections to the Fraser River, and potential impacts on First Nation lands and sensitive ecosystems.
This input directly shaped the study, ensuring alignment with Indigenous rights, perspectives, and priorities.
Successful implementation of this South Mission Integrated Transportation Plan will depend on all partners, responsible for transportation and land use decisions, working toward a shared long-term vision. This includes close collaboration between governments and the development community, along with significant investment. Success will depend on shared responsibility and strong partnerships that support provincial and regional goals.
The plan proposes a phased strategy and aligns transportation improvements with expected growth and development and balances short‑term needs with long‑term goals. Infrastructure improvements will happen over time and may be delivered in stages. All proposed solutions will require further technical work, environmental review, funding decisions, and agreement among partners before proceeding.
As the City of Mission continues to advance their waterfront vision, the ministry remains committed to working with regional partners to identify opportunities to enhance the existing transportation network and ensure it meets the evolving needs of the community.
