Current Status

The BVMR proposal is currently in Stage 2 of the Province’s three-stage All-Seasons Resort major project review process (see process flowchart here)

Stage 1: Expression of Interest

Start: January 2021

Status: Complete

Based on the All-Seasons Resort Policy (ASRP), the Mountain Resorts Branch has concluded it’s review of the Expression of Interest and has confirmed the BVMR proponent as the sole proponent and will proceed to Stage 2 of the major project review process, development of the Formal Proposal.

The EOI materials have been developed by the BVMR proponent and do not represent an endorsement from the Province of B.C.

Public engagement is a key part of the EOI review process. At this EOI stage, the Mountain Resorts Branch (MRB) collected public input for consideration in understanding public interests in the proposal area as well as aspects to consider in the major project review process. 

Public comments were collected about the BVMR EOI via online survey, email and mail between January 15 and February 28, 2025.

Stage 2: Formal Proposal

Start: February 2026

Status: On-going

The Formal Proposal must meet the requirements outlined in All-Seasons Resort Policy (ASRP) and All-Seasons Resorts Guidelines (ASRG). As the next stage in the resort development planning process, the Formal Proposal should provide a higher level of detail regarding development concepts, servicing options, market and financial capacity, and environmental review.

The Formal Proposal is required to address the critical issues and risks identified during the EOI review. The Mountain Resorts Branch is working with the proponent to initiate additional studies and assessments to ensure critical issues are addressed in the Formal Proposal.

Ongoing engagement with First Nations, communities, stakeholders, provincial technical experts and the public will continue throughout the Formal Proposal stage.

 

Next Steps

The review is ongoing until the risk of potential negative impacts and critical issues are sufficiently addressed, and a draft Formal Proposal is submitted to the Mountain Resorts Branch. 

Following submission of a draft Formal Proposal, the Mountain Resorts Branch will initiate another round of public engagement and will coordinate a provincial interagency, First Nations, stakeholders and local government review of the proposal.

After the Formal Proposal review is complete, the Mountain Resort Branch will prepare recommendations for the Final Formal Proposal and Interim Agreement (IA) decisions. If the FP and IA are approved the sole proponent would be invited enter the third stage of the major project review process and submit a draft Master Plan.

An IA is a temporary licence that allows the proponent to undertake investigative studies to be completed as part of the Resort Master Plan approval process. No permanent structures or improvements may be placed on the land.

There are no defined timelines for these next stages.
