Apply for a new or renewal of a transporter licence

Eligibility

Ensure that you meet the eligibility requirements prior to applying:

  • Be a Canadian citizen or a permanent resident of Canada
  • Be 19 years of age or older
  • Must have public liability insurance of not less than $2,000,000 that is applicable to your transporting business and in effect at the time of application and for the term of the licence
  • Be able to provide proof of successful completion of the transporter exam with your application. Contact Victoria Fish and Wildlife Branch for more information
  • Must have significant transport/packing work experience demonstrated by documentation of similar work and, or letters of reference or recommendation

Overview

A transporter licence is issued under section 15 of the Wildlife Act and section 5.02 of the Wildlife Commercial Activities Regulation.

A transporter is a person who transports a hunter to, from or between locations so that the hunter can hunt. It does not include a person who operates a scheduled commercial flight or a chartered aircraft, unless the person also provides ground transportation, accommodation or other ground services to the hunter. This licence is generally only issued in the Northeast region.

Costs

The cost includes GST, where applicable:

  • Licence fee is $500
  • Application fee (first time applicant only) is $25
  • Late fee (applicable after March 31) is $25

Fees are payable at the time of application. Applications will not be processed until the fee has been paid.

The Habitat Conservation Trust Fund surcharge is included in the above fee(s).

Fees calculated on the electronic fish and wildlife application may not be the complete final fee. A permit clerk will contact you if late fees are owed or if other licence specific fees are outstanding.

Collect the following information and documents before you start your online application.

Transporter exam

  • Obtain a copy of OIC # 63, the transporter regulation, the application information, instructions and study materials for the transporter exam from the Fish and Wildlife Branch
  • Schedule your transporter exam
  • You will need to provide proof of successful completion of the transporter exam

Applicant information

  • Application type (new or renewal)
  • Applicant contact details
  • Identify the regions in which you will be operating. Generally, transporter licenses are only issued in the Northeast region

Management plan

  • Complete a Transporter Management Plan (PDF, 50KB)
  • Describe and attach a map setting out the boundary of operations. Scale can be 1:250,00 or 1:50,000. Include north arrow, legend and scale
  • Describe and attach maps indicating where specific transport activities will occur. Mark all trails and routes to be used by the operation. Scale can 1:20,000 or 1:50,000. Include north arrow, legend and scale
  • Describe intensive use sites and attach detailed maps showing the position of all existing and proposed structures, facilities or other improvement to be placed on Crown land. Scale can 1:1000 or 1:5000. Include north arrow, legend and scale

  • Basic BCeID can be used in a personal capacity
  • Business BCeID is used when representing a legal entity

The target time frame for decision on your permit is 30 days*

*Processing time within the Northeast region will be considerably longer as there is a required consultation process.

Your application will go through the following process before any decision is made:

  1. Receiving the application
    Your application will be reviewed to ensure that it is complete. Your payment and documents will be entered into the appropriate systems. When necessary, you will be contacted for more information. 

    An application will not be accepted and processed until all required information as well as payment has been received.

  2. Decision making
    A decision will be made on whether to issue a permit or not after a full review of your submission.

  3. Issuance of permit
    If your application is approved, the permit is issued and sent to you by FrontCounter BC. If your application was not approved, you will be notified. 

    NOTE: If you applied with a BCeID, you can use it to log in to the Manage your Natural Resource Applications, where you can download your licence or permit if one has been issued.
