Administration

  • The Program will be administered by the Ministry of Energy, Mines and Petroleum Resources (MEMPR), Oil and Gas Division, Regulatory and Infrastructure Branch
  • MEMPR has full discretion to determine applicant eligibility, approve applications, determine eligible funding, and decline incomplete or inaccurate applications under the Program
  • Successful applicants must sign a financial contribution agreement
  • Applications, information and reports must be submitted by contractors as per the timelines outlined in the program guidelines and financial contribution agreement
  • All financial contribution agreements administered under the Program may be subject to provincial audit(s)
  • Final funding of the financial contribution for approved projects will be subject to completion of work outlined in the terms of the financial contribution agreement
  • Any information obtained under the agreement will be subject to the provisions of the Freedom of Information and Protection of Privacy Act (FOIPPA)
  • Program applications and the reported results of the scope of work under the Program for approved projects may be shared with the BC Oil and Gas Commission to verify site location, work required and completed, and compliance with the financial contribution agreement
  • Program results will be published annually. Applicant name (company) for those approved, permit holder name, financial contribution amount, dormant site location, and aggregated data on payment and performance measures may be published
  • Estimated costs provided in an application will be compared to the deemed liability as per the BC Oil and Gas Commission’s Liability Management Program and may be used in application selection

Regulatory Compliance

  • Permit holders have their own site management and health and safety requirements for all contractors and personnel on their locations. As the sites are still in the care and control of each individual permit holder, service provider oversight in the field will come from the permit holders as required under law and all regulations
  • The BC Oil and Gas Commission will apply all elements of British Columbia’s existing regulatory framework as it applies to oil and gas activities in B.C. to any work performed under this Program. This includes all required permits, notices and consultation associated with the work
