Forest Stewardship Plan Tracking System

The Ministry of Forest’s ‘Forest Stewardship Plan Tracking System’ (FSPTS) was modernized in 2026 to improve the user interface, provide in-application uploading of submissions, and improve application responsiveness.

The FSPTS is an online repository of Forest Stewardship Plans (FSP), amendments, stocking standards and spatialized Forest Development Units. Agreement-holders and BC Timber Sales (BCTS) electronically submit FSPs to Natural Resource District Staff for their review and approval prior to forest operations. 

FSPs have a maximum term of five years which may be extended for an additional term. 

Access to the Forest Stewardship Plan Tracking System

FSPTS can be accessed by internal and external users using approved IDIR or Business BCeID credentials.

Internal users

Internal users include all government staff as well as BC Timber Sales. To access FSPTS, these users are required to use their IDIR credentials.

Access may be requested by emailing FSPTS.Admin@gov.bc.ca and providing the following information: 

  • Name
  • IDIR
  • Email address
  • Requested role: Reviewer or Approver
  • District organizational unit code or name
  • BCTS Staff: Client number

External users

External users include major licensees and community forest agreement holders. To access the FSP, these users must have approved Business BCeID credentials: BCeID Enrollment Process

To request access or for general inquiries and help regarding access to the FSP tracking system, contact FSPTS.Admin@gov.bc.ca and provide the following:

  • Name
  • Email address
  • Company
  • Phone number
  • Business BCeID username
  • Client number(s)
  • Requested role(s): Submitter, Reviewer, or Approver

Contractors working on behalf of licensees and/or the ministry will be assigned a new user ID, specific to their client, to prevent: 

  • Any adverse behaviour on the part of the application
  • Any potential conflict of interest, real or perceived, on the part of the contractor

The rules for a licensee user are: 

  • The client field will be set and cannot be altered, and a licensee user can only see their FSP information

FSP Submitter Typically a forest industry company, holder of a major forest license who submits FSPs
FSP Reviewer FOR district staff member who will review the FSP content
FSP Decision Maker Typically, the FOR district manager, who will approve or reject the FSP
