About the Homeowner Protection Act
BC Housing’s Licensing and Consumer Services Branch is responsible for administering the Homeowner Protection Act. This includes:
- Residential builder licensing: Ensuring builders meet qualifications and maintain compliance
- Owner builder authorizations: Regulating owner-built homes and preventing unauthorized sales
- Mandatory home warranty insurance: Requiring third-party warranty coverage for new homes
- Industry research and education: Conducting research and providing education to support the residential construction sector
- Enforcement and compliance: Implementing compliance orders, penalties and appeals processes
