About the Homeowner Protection Act

BC Housing’s Licensing and Consumer Services Branch is responsible for administering the Homeowner Protection Act. This includes: 

  • Residential builder licensing: Ensuring builders meet qualifications and maintain compliance
  • Owner builder authorizations: Regulating owner-built homes and preventing unauthorized sales
  • Mandatory home warranty insurance: Requiring third-party warranty coverage for new homes
  • Industry research and education: Conducting research and providing education to support the residential construction sector  
  • Enforcement and compliance: Implementing compliance orders, penalties and appeals processes
