Supplemental Guidance

Supplemental guidance can be issued by a government ministry that provides additional clarification on actions required to support the implementation or operation of a program. This information supports the use of related government policies, guides and instruction.

As required, the Ministry of Health will issue supplemental guidance that will provide minimum Nurse to Patient Ratio partners operational information that serves as an update to information found in:

• mNPR Implementation Instruction Manual

Hold and Study – Issued January 2026

The Ministry of Health issued updated guidance:

• Change from "Hold and Evaluate", to "Hold and Study" when the existing nursing complement is HIGHER than assigned ratio, i.e., the unit currently has a higher number of nurses than the ratio requires, the implementation requirement.
